NATURE OF POSITION Assist in the development, implementation, and audit of safety programs, including Accident Prevention Program (APP), Occupational Safety and Health (OSH), Injury and Illness Prevention Program (IIPP), Hazard-Communications, Emergency Preparedness, and other Employee Safety and Environmental Health and Safety (EHS) programs. Essential Duties & Responsibilities/KSA Lead and/or participate in the development and maintenance of effective worker safety and health plans; safety, security, and emergency management programs. Assist in identifying and assessing training needs. Research and develop written policies and procedures to implement provisions of WISHA/DOSH/OSHA and other regulations related to occupational safety and health; develop and maintain safety policy and procedure manual. Monitor health and safety legislative and regulatory changes; evaluate implications for Agency policies, programs, and operations; recommend changes to ensure compliance. Work cross-functionally with other departments to coordinate logistics of program implementation. Coordinate and implement schedule for annual and mandated training and testing. Investigate workplace incidents, safety complaints, and unsafe work conditions, following established guidelines and protocols. Complete the appropriate follow-up actions as necessary. Inspect vehicle accident scenes, injuries, and property damage; collect and preserve evidence, prepare investigative reports; participate in root cause analysis; make loss mitigation recommendations. Identify risk reducing measures to avoid future accidents or injuries; recommend solutions; ensure resolution of issues/concerns. Administer and/or assist in the Agency's claims management process; receive, monitor, and resolve claims or potential claims against the Agency, including citizen claims for damages and employee claims for on-the-job injuries. Conduct hazard assessments, safety reviews, audits, and inspections; perform testing for fire/life safety, safety certification, and transit operations. Prepare and manage security and emergency preparedness programs. Notify management regarding compliance concerns. Manage and maintain digital records and video libraries. Assume duties of Safety Manager when needed. Other duties as assigned. KNOWLEDGE, SKILLS & ABILITIES Washington Industrial Safety and Health Act (WISHA), OSHA, Washington State Transit Insurance Pool (WSTIP), and Washington State Transit Association (WSTA) rules and requirements. Understand and apply Federal, State, and local laws, rules, codes, and regulations related to assigned activities, including occupational health and safety programs. Principles and practices of comprehensive transit system safety programs including safety training, environmental health and safety, accident investigation, hazard identification and mitigation; and hazardous waste. Demonstrated ability to work well with a diverse group of employees, internal and external customers, vendors, and guests. Excellent problem-solving skills and the ability to proactively identify and support creative and viable solutions. Experience with accident investigation processes, methods, and techniques; hazard analysis procedures. Write clear, concise reports and documentation. React quickly and calmly in emergency situations and adopt an effective course of action within established guidelines. Utilize specialized software, digital records and video libraries, related to the functional area. Must have proficiency in email, web-based programs; must have Excel proficiency; PPT proficiency. Learn new technologies, policies, procedures and guidelines established by professional organizations and/or governing agencies. Utilize office equipment and other relevant technology (software and systems) to meet business needs. Understand, follow, and communicate clearly and concisely, both orally and in writing. Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies. Exercise sound judgment in making decisions. Organizational skills: Focus on tasks and recall details; handle frequent interruptions. Qualifications MINIMUM QUALIFICATIONS Required: Bachelor's Degree in Occupational Safety and Health, Business/Management, Safety Management, or related field from an accredited institution and three (3) years of experience in public transportation or other related public agency is required. Experience in Environmental Health and/or Safety or related field. Must possess a valid driver's license. An equivalent combination of experience, training, and education may be considered in lieu of a degree. LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS Must obtain and maintain the following licenses and certifications for continued employment at BFT: Class B Commercial Driver License (CDL) or Washington State Commercial Learner Permit with passenger endorsements and air brake restriction removed, and corresponding DOT medical certification. First Aid and CPR certification; or ability to obtain within 180-days of employment. OSHA (10 or 30) Certification or obtain one within 180-days of employment. Paid Time Off (PTO) GL hours for regular, full-time, and part-time exempt employees shall accrue according to length of service at the rates indicated below: PTO hours accrue based upon the actual number of regular hours worked. Accrual Rates: Retirement Plan All Ben Franklin Transit employees are members of the Public Employees Retirement System (PERS). Ben Franklin Transit and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. BFT employees also participate in the Social Security Program. Rates effective as of 10/01/2023. () Voluntary Retirement Savings Plans Ben Franklin Transit offers two voluntary retirement savings plans. The first option is through Washington State Department of Retirement Systems (DRS) and is a 457 self-funded plan. The second option is Administered by Mission Square Retirement and is also a 457 self-funded plan. You may enroll in both, one, or neither. Medical, Dental & Vision Insurance Ben Franklin Transit offers Medical, Dental and Vision Insurance. BFT currently pays 95% of insurance premiums for the employee and 80% for their dependents. HRA Veba Ben Franklin Transit provides this employer funded health reimbursement arrangement that can be used for medical expenses. Life Insurance Ben Franklin Transit currently pays the entire premium for life insurance coverage ($35,000) for basic life and ($5,000) for accidental death and dismemberment. Employees may purchase Supplemental Life Insurance for employee, spouse and/or dependents through MetLife.
