Salary: $90,000.00 - $120,000.00 Annually Location : Naples, FL Job Type: Full Time Job Number: 00157 Division: Inspector General Department: Inspector General Opening Date: 08/22/2024 Closing Date: Continuous POSITION OVERVIEW The Office of Inspector General (OIG) provides independent, objective auditing and investigative services designed to add value, improve the Clerk of the Circuit Court & Comptroller operations, and preserve public trust. The OIG provides citizens of Collier County with professional and cost-effective internal audit services to ensure that the resources entrusted to county government are used efficiently, effectively, and properly. Additionally, the work of the OIG is to educate citizens and policy makers regarding the operation of government, while assisting in the administration of the Clerk's constitutional duties. The Inspector General is a highly visible member of the Clerk of the Circuit Court and Comptroller's executive team and performs essential work for the Clerk's Office such as: Be an independent and strategic thinker that develops a deep understanding of the inner workings of Collier County and the Clerk's Office and leverage their expertise to make informed decisions, while advising the Clerk of successes, challenges, and progress. Formulate a comprehensive strategic plan that aligns with the Clerk's short- and long-term goals and objectives and ensures the plan is fully executed. Lead with vision that inspires and motivates all levels of the organization while shaping the organizational culture that fosters an environment where collaboration, innovation, and excellence thrive. Problem-solve and make sound decisions by analyzing challenges, devising effective solutions, and steering the organization through obstacles to accomplish goals and objectives. Oversee the professional staff in conducting audits, investigations, inspections, reviews, and consulting projects in accordance with the International Standards for Professional Practice of Internal Auditing, the Principles and Standards for Office of Inspector General, the Commission for Florida Law Enforcement Inspector General Accreditation, the Florida Court Clerks and Comptroller (FCCC) Best Practices (as adopted) for guardianships filed withing Collier County, and with FCCC Statewide Investigative Alliance standards for guardianship investigations within the state as assigned. Develops and maintains the risk universe, with input from all sections of the OIG and outside stakeholders. Develops and implements a comprehensive annual audit plan; establishes objectives, approach, scope, and work programs to accomplish audit objectives in accordance with professional and departmental standards and within time constraints. Qualifications Education & Experience A bachelor's degree from an accredited college or university in business, finance, accounting, public administration, or management or related field and six years of increasingly responsible professional financial compliance and/or investigative auditing experience; and three years of supervisory experience. A master's degree and/or experience as an Inspector General, Certified Public Accountant, Internal Auditor, or a person with progressive supervisory and management experience in an investigative public agency office preferred. Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for the education and experience requirement. Licensees, Certifications, or Registrations Preferred: Certified Internal Auditor (CIA) designation Certified Inspector General (CIG) or must obtain designation within two years Preference may be given to candidates possessing highly desirable qualifications that include: Commission for Florida Law Enforcement Accreditation experience Certified Inspector General Auditor (GIGA) Certified Inspector General Investigator (CIGI) Certified Inspector General Investigator/Evaluator (CIGE) Certified Fraud Examiner (CFE) Certified Public Accountant (CPA) Certified Management Accountant (CMA) Certified in Financial Management (CFM) Certified in Risk Management Assurance (CRMA) Certified Information Systems Auditor (CISA) Certified Government Finance Officer (CGFO) Certified Government Financial Manager (CGFM) Certified in Risk and Information Systems Control (CRISC) Certified Fraud Specialist (CFS) NOTE: This position may require travel throughout Collier County, so possession of a valid Florida Driver's License is required.
