Summary You will serve as the Human Resources Director (HRD) located in the Naval Criminal Investigative Service (NCIS), Office of the Deputy Director, Human Resources Directorate (Code 10), Human Resources Office (Code 10A). You will be the principal and senior technical expert, analyst and advisor to senior NCIS leadership on a wide range of extremely complex issues related to NCIS and the managerial policies, theory, practices and procedures governing human capital management (HCM) planning. Duties You will lead HCM initiative, manage human resource programs, and provide professional guidance and technical advice to NCIS Headquarters and serviced field activities located around the world. You will develop and implement human resources (HR) policies, programs, recognition and awards, staffing, classification, and employee relations functions to ensure human capital requirements are met. You will work collaboratively with the Office of Civilian Human Resources (OCHR) on DON HR issues to propose, develop and advance HCM planning and appropriate legislative, regulatory and policy initiatives, process and DON-wide HR improvements. You will design NCIS HCM plan and HR assessment processes which measures HR outcomes driven by NCIS mission requirements and strategic goals and objectives. You will ensure that programs reflect current technology, professional practices, and regulatory requirements. Requirements Conditions of Employment Must be a US Citizen. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
