The public U.S. Citizens, Nationals or those who owe allegiance to the U.S. Clarification from the agency U.S. Citizens Videos Duties As the Portfolio Principal within the CHIPS Program Office's Portfolio Management Office, you will oversee the technical review and execution of the core CHIPS post-award review processes including disbursements requests and routine recipient reporting. You will lead both technical and financial analyses, engage with industry executives, and contribute to strategic decision-making and policy development to support the program's objectives. In this role, you will: Lead qualitative and quantitative technical analysis, including financial modeling, to assess CHIPS recipient submissions. Develop work plans for post-award processes and regularly brief CHIPS Program Office leadership on progress. Present CHIPS program post-award assessments and disbursement recommendations to CHIPS Program Office leadership. Lead program working groups to develop semiconductor industry investment theses and support program policy development. Engage with semiconductor company executives to gather information and provide feedback on CHIPS program project progress. Project manage the core CHIPS post-award processes including supporting the planning, direction, and execution of the CHIPS project execution process. OR Experience Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. In addition to the basic requirements , applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) level. Specialized Experience is defined as: -Conducting evaluation, negotiation, and execution of commercial proposals -Conducting technical analysis and financial modeling of commercial proposals Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
