Salary : $63,798.00 - $95,698.00 Annually Location : Brainerd, MN Job Type: Full-Time Job Number: Department: Community Services Opening Date: 10/07/2024 Closing Date: 10/13/2024 12:00 AM Central Position Objective THIS IS AN INTERNAL ONLY POSTING OPEN TO CURRENT CROW WING COUNTY EMPLOYEES. The business manager oversees the accounting division in our Community Services Department. The position creates, manages and reports on the departments $24-$25 million dollar budget. The business manager is accountable for the supervision of assigned program(s) including service delivery, performance management and staff supervision. The business manager represents first level leadership within the department and is instrumental in ensuring the achievement of performance goals for assigned areas. From a program management perspective, the position is accountable for the successful execution of work processes, managing and measuring work and ensuring compliance with standard operating procedures, policies and guidelines established for the programmatic area. Additionally, the business manager will be assigned projects of significant scope and complexity requiring technical competence within programmatic area, project management and data analysis as well as the ability to create and interpret performance measures. From a supervisory perspective, the position will assign and direct resources, manage individual performance and productivity, participate in staff selection, train and evaluate staff members, provide performance feedback and coaching required to address developmental, operational or project related needs. The business manager may also be assigned accountability for the administration of workforce management systems including time and attendance systems and other workforce reporting requirements. The business manager will have frequent contact with customers and department staff serving as a resource on a wide range of program matters. Work will require customer responsiveness, excellent communication skills, resourcefulness, sound critical thinking and problem solving skills, project coordination, data management and supervisory skills. Essential Duties & Responsibilities The following duties and responsibilities are representative of the type of work performed. The Supervisor may perform all or a portion of the duties listed contingent of department staffing levels and initiatives. Program Responsibilities Maintain current knowledge of best practices and demonstrated competency within assigned programmatic area. Maintain working knowledge of work processes and job assignments within assigned programmatic area. Ensure effective application of established work processes. Ensure achievement of performance, productivity, financial and service objectives. Deploy a continuous improvement orientation, proactively identifying workflow problems and improvement opportunities for discussion and review by program supervisor. Consult on complex and referral cases to provide guidance and ensure effective resolution. Serve as a programmatic resource to others within and outside of the organization. Supervisory Responsibilities Maximize staff/team capability and performance through effective training, coaching and performance management. Ensure effective staff/team relations; create an ethical, non-discriminatory and safe environment; establish effective communication methods; identify and resolve problems, manage conflict and promote engagement and collaboration within and outside of the programmatic area. Manage, monitor and measure work through application of existing and/or development of new data collection and analytics systems to ensure effective resource utilization and accomplishment of performance targets. Evaluate resource requirements, assign and direct resources to ensure achievement of performance and productivity objectives Prepare performance reviews, conduct performance discussions, provide developmental feedback and coaching to ensure effective performance. Participate with the program supervisor in selection and disciplinary decisions. Project Management Responsibilities Participate in various projects as assigned as project manager and/or participant. Ensure application of effective project management practices. Ensure effective achievement of project goals and objectives. Leadership Responsibilities Interpret and ensure self and staff are in alignment with the mission, vision, values and strategic priorities of the programmatic area, department and organization; ensure compliance with department and organization policies regulations and contracts. Provide effective leadership within assigned programmatic area; make decisions; solve problems; develop procedures; develop records/files; conduct meetings; represent unit within and outside of the organization. Perform all other duties as assigned in a highly effective and professional manner. Minimum Qualifications A bachelor's degree from an accredited four-year college or university in business, accounting or public administration or a related field and four or more years of related experience. Closely related experience in a similar position would be considered in lieu of degree requirements. Knowledge of federal and state statutes, rules and policies applicable to programmatic area, employment and safety. Knowledge of and ability to access, engage, utilize and maximize community and programmatic resources, service programs and related services. Knowledge of and ability to effectively operate computer applications within program area. Skill in communicating in written and verbal form including presentations, reports, manuals and general correspondence. Ability to collect, organize and analyze data for use in performance reporting, programmatic evaluation, customer service and outcome related assessments. Ability to analyze problems, develop solutions and contribute to policy and procedure development within program area. Compensation The county strives to be a market competitive employer with compensation rates that are externally competitive and internally equitable. Compensation rates are governed by the county pay matrix and applicable labor contract. Information regarding the county pay programs is available in the Human Resource Department. Paid Time Off (PTO) PTO benefit accrues at the rate of 21 days per year for the first 3 years for regular full-time staff and is pro-rated for regular part-time staff. Holidays The 12 calendar holidays that are observed by Crow Wing County are as follows: New Year's Day, Martin Luther King, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Friday following, Christmas Eve and Christmas Day. Health Insurance Regular full-time employees and their dependents are eligible for group health insurance coverage, administered by Blue Cross Blue Shield. Eligibility begins on the first of the month following 30 days of employment. Regular part-time employees regularly scheduled 30 hours or more per week are eligible for health insurance coverage on a pro-rated basis. Dental Insurance Delta dental benefit is available to those participating in a health insurance plan. Calendar year annual maximum of $1000 per person. Life Insurance Regular full-time employees shall be provided a term life insurance policy of $50,000. Optional life insurance is available at the employee's expense. Short-Term Disability Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible for short-term disability following 6 months of qualifying employment. Short-term disability payments begin on the first day following 14 consecutive calendar days of absence attributable to a qualifying disability. The plan provides income replacement of up to 50% of regular pay subject to a maximum limit of $1,000 per week. Long-Term Disability Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible. Long term disability pays 50% of salary up to a maximum of $4,000 per month beginning on day 91 of total disability. The maximum benefits duration is up to the social security normal retirement date.
