Job Description: DESCRIPTION: Reporting to the Vice President of Administration & Finance (CFO), the Associate Vice President is responsible for the planning, operation, direction and supervision of all of the College's financial and administrative operations including oversight of relationships and management of partnerships with key 3rd party vendors. Serves as a key member of the A&F team with Human Resources, Information Technology and Facilities to provide coordinated programming and services SALARY: $165,000 - $175,000 Commensurate with experience Position is governed by the Non-Unit Professionals Personnel Policies Handbook Responsible, either directly or through the Assistant Vice President for Administration and Finance, for the development and planning, organization and direction of programs, policies and activities of the Fiscal Affairs office, Bursar, Business Office, and Financial Aid. Responsible for supervision of the college budget. Works closely with V.P. Administration and Finance on planning and strategic allocation of college resources to meet strategic and financial goals. With the VP coordinates regular meetings with the VP's leadership team and helps coordinate and integrate functions among and between the team. Responsible for the receipt, dispersal and accounting and cash management of all funds collected from all sources under the applicable laws and regulations of the Commonwealth of Massachusetts, GAAP and federal regulations. With the Assistant Vice President of Administration and Finance, responsible for the dissemination of information within the College on budgetary processes and procedures related to operating, grant funds and capital expenditures. Responsible for the continuing control and audits of all budgeted accounts for the state appropriated and institutionally managed trust funds operation. This includes compliance and risk management. Supervises the preparation and execution of requisitions for new plant equipment in the capital outlay budget. Provides and evaluates data of a budgetary nature for college and non-college personnel, which is essential to the operation of the College. Responsible for providing necessary statistical and financial reports for the operation of the College. Serves as liaison within A&F to the Offices of Administrative Services, Human Resources, Technology, and Facilities and, in conjunction with the department heads to recommend, develop, review and implement new programs and special projects, as needed. Lead special projects in coordination with senior leadership and department staff to evaluate the efficiency and effectiveness of and plan for changing business operations and develop strategic partnerships that help the organization achieve its goals. Works with the Vice President to create and disseminate campus-wide communications regarding A&F projects and programs Assists in the selection of departmental personnel, promotions and other personnel actions. Qualifications: Requirements: MINIMUM QUALIFICATIONS: Bachelor's degree in Business administration, public administration, or related field, At least 8 years of financial management associated with a complex and fast moving environment. Prior related experience in an educational setting Must have experience working with diverse populations and have the ability to deal with faculty and staff in a multicultural, multiracial environment. KNOWLEDGE, SKILLS, AND ABILITIES: Familiarity with Massachusetts or other State budget and financial systems and public audits Experience with business process redesign and project management Extensive background in budgeting and interpretation of the state, federal and public finance and auditing rules governing the administration of public funds, grants and contracts. Excellent interpersonal, organizational, and communication skills. Experience effectively supervising staff in a variety of functions Strong analytical skills Strong written and oral communication skills Demonstrated experience and ability to work effectively with various computer systems, e.g., Microsoft Office, database management, and presentation software. Ability to work effectively with a wide range of individuals, including administration, faculty, staff, and students. Ability to exercise a high degree of confidentiality, judgment, initiative, and leadership. PREFERRED QUALIFICATIONS: Master's degree in Business administration, public administration, or related field, plus 10 years financial management associated with a complex and fast moving environment. Experience in public higher education. Experience with ERP software.
