Job Summary Responsible to ensure the effectiveness of the NGA contract in the areas of performance, productivity, safety, and efficiency to the standards of the contract and to the satisfaction of the customer. Market and monitor human service delivery, as well as provide all reports to funding agencies and corporate divisions. Develop service as needed to meet the needs of individuals employed through or referred to NGA. Recommend policy and planning for the Corporation as it relates to human service delivery and operational systems. Sustain and improve organization business revenues to secure existing and new employment opportunities. Oversee compilation of human service and statistical data. Participate in annual update of Strategic and Business Plans. Primary Duties The requirements listed below are representative of the knowledge, skill, and/or ability required. Effectively manage MEP quality assurance / quality control activities and performance of IDIQ project management and ensures that all elements of the PWS have been executed at a level meeting or exceeding contract standards. Responsible for ensuring programs for the operations and maintenance of all equipment and physical structures are in compliance with corporate/ownership standards, local, state, and national codes, and regulations to protect the assets, customer, and employees, and to ensure optimum operations. Directly supervise and manage the IDIQ Project Management and MEP Contract to include CMMS documentation, Davis Bacon Project scheduling and execution and coordinating with subcontract project managers for Preventative Maintenance and Service Order execution. Ensure employees abide by all safety and security requirements. Perform technical writing and special projects as required. Further develop and organize the document management system and technical library. Monitor relationships with customers to identify and proactively resolve problems and/or conflicts while maintaining open communications regarding expectations. Perform other related duties as assigned. "‹ Additional Responsibilities Track, analyze, and trend project performance metrics, costs, customer satisfaction levels, progress against strategic plan goals, and employee satisfaction. Review and submit regular invoicing for the customer, based on contract type, terms and conditions. Collaborate with direct reports to set goals that support the strategic support plan. Review and recommend staff and employee training program, workshops, seminars, and classes. Continually review project performance and current technology to interject management and technical performance innovations. Reviewing business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency. Oversee the Contractor's ES&H functions, ensuring that all safe work practices are being followed. Monitoring cost control, financial reports, budgeting, and overall operating costs. Oversee the coordination of work priorities and monitoring of methods, procedures, and programs. Improve cost-effectiveness and efficiency. Overseeing the monitoring and inspecting of maintenance, repair, and service operations for quality control and contract compliance. Qualifications: Education, Experience, and Certification(s) "‹ Bachelor's Degree from an accredited university in engineering and/or Project Management required. 10 - 15 years' experience in project management-level positions of responsibility and complexity similar to the project scope required. Ability to obtain and maintain a Top Secret/SCI government security clearance with polygraph is required. Master's degree in Engineering, Management or Business preferred. PE registration strongly preferred. Knowledge, Skills, and Abilities Knowledge of PM and CM programs, MEP, logistics and administrative support services. Professional Engineer HIGHLY preferred. Per the PWS this position is a designated alternate for the Program Manager and shall successfully complete all of the following National Incident Management System courses and provide proof of completion to the COR:1. FEMA IS-700: NIMS, An Introduction 2. ICS-100: Introduction to ICS 3. ICS-200: Basic ICS. Administration and Management Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. A strong technical knowledge of all facilities maintenance and operations, including HVAC, electrical, plumbing, and life safety systems. Proficient typing skills.
