The ideal candidate will be a P.E. who has excellent communication skills, experience with development engineering and civil plan review, as well as an understanding of land use and engineering permitting processes. GENERAL PURPOSE Under close supervision, manages at an experienced journey level the City's development engineering process. Includes: engineering site development permitting; developer/building plan review; knowledge of land use processes, including pre-application conferences, interpretation of Land Development Code, and preparation of land use conditions of approval; application of the City's engineering design standards; permit issuance; construction and inspection oversite; coordination of engineering activities with internal staff and agency partners, developers, and contractors. Assist as needed with engineering capital improvement projects including applying technical engineering knowledge to the solution of design. Assist with maintenance, improvement and construction problems pertaining to the City's infrastructure and private development; conducting plan checks, preparing project schedules, and specifications; coordinating engineering activities with contractors and other agencies and monitor contracts; conduct on-site inspections during construction activity; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS The Civil Engineer position is distinguished from the Senior Civil Engineer position primarily by performing moderately complex work that is led by the City Engineer and/or Public Works Director. This position is distinguished from the Associate Engineer classification in that it requires a Professional Engineers License. This position may have lead responsibilities over the Engineering Inspector, Engineering Technician, and Engineering Associate. The Civil Engineer reports to the City Engineer. ESSENTIAL DUTIES AND RESPONSIBILITIES Any one position in this class may not perform all the duties listed below, nor do the listed examples of duties include all similar and related duties that may be assigned to this class. Serves as resource expert and routinely reviews work in progress, or upon completion, for accuracy and quality. Participates in the development plan review process to ensure compliance with all City standards, codes, plans, and regulations. Responds to developer inquiries about City requirements and procedures for development. Attends pre-application conferences and communicates engineering requirements as they pertain to the city land development code, comprehensive plan, and design manual. Assists with the preparation of land use decisions and conditions of approval as pertains to engineering standards and requirements. Performs project duties as assigned, including reviewing cost estimates, serving as liaison between City and contractor, checking progress of work, keeping projects records, recording changes as they occur and making reports. Inspects construction projects, erosion sediment control measures, and installation work-in-progress to ensure compliance with contractual stipulations and all applicable codes and statutes. Compiles and maintains project records, numerical data, and documents. Ensures documents are updated to reflect project status and changes. Monitors and reviews progress of development projects in areas such as work-in-progress, arranging for and conducting scheduled and unscheduled inspections. Prepares inspection reports. Reviews and processes easements, right-of-way and site development permits, plats, and other legal documents. Develops project concepts using information gathered through research and investigation; performs necessary computations; does cost/benefit analysis; makes recommendations on design criteria; makes modifications in design if needed. Prepares written correspondence, technical reports, and City documents such as feasibility studies, pre-design reports, final design reports, work orders, purchase orders, contract specifications, change orders, and City ordinances as directed. Operates computers to input or obtain data, research master files, analyze data, make calculations, prepare reports, and maintain data files. Coordinates work with other departments in the City, as well as other governmental agencies, that may be concerned or affected by various projects to assure that impacts of projects are known and that all City and agency concerns are addressed. Answers public inquiries on existing and proposed public facilities, tax lot numbers, and construction restrictions and requirements. Answers public complaints on construction related projects. Maintains positive public relations with customers and is responsive to customer needs. Maintains accurate records and files. Assist and support the City to identify and provide services to all members of the community and remove barriers to those services. Perform other duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Theory, principles and practices of civil or traffic engineering design and project management. Regulations, statutes, procedures, and policies applicable to engineering operations, or ability to learn within a reasonable period of time. Principles and practices of contract administration, and project and construction management and evaluation. Strength, properties, and uses of construction materials. Office administrative practices and procedures, including recordkeeping and filing practices and procedures. Principles and practices of sound business communication; proper English usage, including spelling, grammar, and punctuation. Ability to become knowledgeable concerning City organization, rules, policies and procedures. Basic functions of public agencies, including the role and responsibilities of a public entity. Computer equipment and uses of word processing, spreadsheet, graphics, database and other software. Techniques for providing a high level of customer service to public and City staff, in person, in writing and over the telephone. Ability to: Derive information from plans, specifications, maps, complex laws, regulations and codes. Use specialized drafting, engineering, surveying or electronic tools and equipment. Lead work of assigned support and technical personnel. Present to employee groups, the City Council, civic groups, and the public when necessary. Clearly and accurately interpret engineering documents, policies, and procedures. Effectively communicate accurate information both orally and in writing. Interact tactfully and effectively with the public in stressful and potentially confrontational situations. Make decisions based on regulations and established policies and procedures. Work independently, quickly, and accurately with close attention to detail in an atmosphere of frequent interruptions and changing priorities. Operate a computer and word processing software and other standard office equipment. Manage multiple and rapidly changing priorities. Organize, set priorities, and utilize sound independent judgment within areas of responsibility. Compose correspondence, prepare documents, reports and make arrangements from brief instructions. Prepare clear, accurate and concise records and reports. Understand and carry out oral and written instructions. Comprehend and use English effectively including producing all forms of communication in a clear, concise, and understandable manner to intended audiences. Work collaboratively with people from all backgrounds. Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is a bachelor's degree in Civil Engineering, Construction Management, or closely related field; and four years of progressively responsible experience in public works, engineering, or construction management; or an equivalent combination of training and experience. Licenses; Certificates; Special Requirements: A valid state driver's license with an acceptable driving record is required. Incumbent(s) must also possess and maintain an acceptable driving record throughout the course of employment. Manual dexterity and coordination are required over 80% of the work period while operating equipment such as computers and other standard office equipment.
