Salary : $129,004.00 - $161,254.00 Annually Location : City of Pasadena, CA Job Type: Full -Time Job Number: 25-039 Department: Public Works Division: Engineering Opening Date: 08/15/2024 Closing Date: Continuous The City of Pasadena - Public Works Department is seeking an experienced Engineer to manage the design and construction of civil engineering projects. This includes the planning, design, and implementation of capital improvement projects adhering to plans, specifications, timeframes, and budget limitations. Current and future City projects include the design and construction of streetscapes, sanitary, storm drain, sidewalks, ADA improvements, stormwater, and transportation related projects. IDEAL CANDIDATE The ideal candidate will be a technical expert in their field, preferably in project and construction management of public sector projects. The candidate will have recent experience managing a diverse range of multi-discipline projects in a municipal government agency. This person will demonstrate a strong work ethic, excellent communication and writing skills, negotiation and decision-making skills, and the ability to multi-task and solve problems. Essential Functions The key responsibilities of this position are listed below. For more detailed information, please review the Serves as project manager and/or oversees the design, construction, reconstruction and repair of municipal infrastructure. Develops and reviews plans and specifications, prepares projects to advertise for bids, takes all appropriate actions and identifies and utilizes all available resources to ensure that design and construction work is performed on schedule and in accordance with plans and specifications. Prepares Request for Proposals (RFP) packages and participates in the selection of architects, engineers, and consultants; negotiates contracts with service providers. Supervises, evaluates, schedules and assigns work to administrative, technical, and/or professional staff. Provides technical guidance and review of assistance regarding specifications. Reviews and makes recommendations regarding contract change orders. Develops project scopes and cost estimates for capital improvement projects. Negotiates and implements contracts to support complete project delivery. Prepares periodic reports on the progress of contracts. Tracks project expenditures and schedule. Reports to and Acts in the absence of the Principal Engineer. Qualification Guidelines COMPETENCIES The following list represents the core competencies needed for success in this position. Must possess a valid California Certificate of Registration as a Professional Engineer issued by the State of California. Desired Qualifications (Initial Screening at this level): Individuals with five or more years of experience in the design and construction of municipal facilities will be deemed most qualified. Stormwater and transportation experience is highly desirable SELECTION PROCESS The selection process will consist of application evaluation, an oral panel interview, and a department-level interview. One position in the Civil Design section One position in the Streetlights and Traffic Signal Design section The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future. Candidates selected for this position are subject to a one-year probationary work period. Special Requirements Must possess a valid Certificate of Registration as a Professional Engineer issued by the State of California. Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record. Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula. Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula. All employees are required to pay the full employee contribution to CalPERS.
