Box 60046 New Orleans, LA 70160 Minimum Qualifications MINIMUM QUALIFICATIONS: A baccalaureate degree plus four years of professional level experience in port, marine, or wharf operations; or two years of experience in the supervision of other supervisory personnel in port, marine, or wharf operations. SUBSTITUTIONS: Experience in port, marine, or wharf operations will substitute for the degree on a year for year basis. A baccalaureate degree with a minimum of twelve semester hours in transportation management will substitute for one year of the experience. NOTE: Any college hours or degree must be from an accredited college or university. Job Concepts Function of Work: To oversee the planning and implementation of safe and efficient methods of handling cargoes, using of port facilities, and assignment of vessels to berths at the state's largest port (Port of New Orleans). Level of Work: Manager. Supervision Received: Broad direction from the Marine Terminal Superintendent. Supervision Exercised: Line over Marine Terminal Manager 1 and Port Terminal Operations Supervisors. Location of Work: Board of Commissioners Port of New Orleans; Docks Department. Job Distinctions: Differs from Marine Terminal Manager 1 by having full responsibility for terminal operations at the state's largestport. Differs from Marine Terminals Superintendent by lack ofadministrative responsibility over the entire Docks Department of the Port of New Orleans. Examples of Work Marine Terminal Manager 2 60% Vessel Operations Oversee the scheduling and coordination of vessel berth assignments at the port's public facilities to ensure safe and efficient use of wharves for cargo handling, passenger use, vessel repairs, layup, grain cleaning and inspections. Planning and scheduling of wharf and terminal maintenance with appropriate Board managers and supervisors to avoid any delays or disruption to vessel and cargo operations at Board's marine facilities. This function extends to dredging, wharf tendering, facility damage repairs and routine maintenance. Supervise and monitor the work performance of the Berthing unit relative to the assignment of all vessels and inland watercraft to the Board's public facilities. (1) The processing of berth applications and determination of docking locations based on wharf availability, operational considerations and vessel draft requirements. (2) The confirmation of berth assignments to vessel agents and stevedores with specific water space sections. (3) The notification of estimated time of vessel arrivals to appropriate Board staff. Formulate and update the vessel traffic schedule to identify berthing conflicts at Board facilities and to consider docking options. The daily distribution of vessel schedule to appropriate Board staff. (1) The coordination of container vessel assignments to ensure full and safe access to the port's gantry cranes. (2) The monitoring and coordination of berth assignments to allow dredging, fender piling replacement, maintenance repairs and construction projects. Reconcile and release vessel and cargo summary reports for the assessment of tariff fees and special charges to agents, stevedores and terminal operators. (1) The review of vessel arrival and departure data and vessel activity reports for the proper invoicing of tariff and special dockage, harbor fees and terminal charges. (2) The research and resolution of billing discrepancies and errors on Board invoices to its customers. (3) The preparation and distribution of statistical data reports on vessel calls and terminal activity at Board facilities. 25% Program/Process Activities Schedule and participate in meetings with vessel agents, terminal operators, and governmental agencies to review concerns and resolve issues pertaining to vessel and terminal operations. (1) The discussion with vessel agents and stevedores regarding berthing congestion and docking alternatives at public facilities. (2) The discussion with terminal operators to review cargo handling requirements for special cargoes and project shipments. (3) The meeting with governmental agencies to analyze and understand new policy implementation or revisions in existing maritime regulations. Provide information and explanation to port customers and staff on Board's tariff rates, rules and regulations pertaining to vessel and cargo operations. (1) The confirmation of dockage, security and terminal fees with vessel agents, terminal operators and other port users. (2) The written correspondence with port customers to explain the intent or the particular application of a tariff item. (3) The presentation to Board staff of particular tariff items or special letter agreements for information and clarification. In addition to the above duties, this staff member will be assigned other duties within the job classification which are in line with the nature of the overall assigned duties. 10% After Hour/ On Call Duties and Required Support Duties Incumbent is required to rotate After Hour/ On Call support duties related to this position with other Marine Terminal Manger and /or Marine Terminal Superintendent. Due to the nature of work being international business trade/ marine operations, the department is required to respond to our customer sand stake holder 24/7/365 for regular business and emergency support. 5% General Operations Special Initiatives and projects, Including Emergency Support Assists the Marine Terminal Superintendent and/or Operations Director in special initiatives to enhance or manage Operations and enhance Operational efficiencies Port Wide as directed.
