The requirements of this position are to perform journeyman-level maintenance and repair work on town buildings, equipment, and facilities. Work in this class requires a reasonable level of technical skill in all of the building trades and an exceptional skill in the Heating, Ventilation and Air Conditioning (HVAC) trade. Work also requires the determination of problems through troubleshooting means and making a recommendation on whether to perform the repair in-house or with a contractor. Work requires the oversight of work performed by contractors. In a lead capacity, an employee in this class will be involved in project management on in-house and contracted projects. Work also requires the assignment of daily work orders to other maintenance personnel. Work is performed under the regular supervision of the Facilities Supervisor. Examples of Duties Participates directly in the general maintenance of Town owned buildings and facilities including plumbing, electrical, HVAC, drywall, painting and any other construction trades with a focus on HVAC. Will take the lead on the PM maintenance and repair of HVAC systems in town buildings which include quarterly filter changes and complete system inspections. Assists the Facilities Supervisor with the data collection necessary to develop and update the asset management program for tracking maintenance needs and budget. Participates in division meetings to provide input in developing goals and initiatives and the production of quarterly reports. Monitors facilities and proactively identifies deficiencies and develops work orders to prioritize within existing workload. Serves as a task leader for crew members in completion of daily facility maintenance and in- house projects. Performs initial troubleshooting and determines if outside contractors are needed. Conducts inspections, prioritizes work assignments, and gathers tools and materials needed to complete projects. Assist other Town departments with special events and emergency situations when needed. Safely operates all equipment necessary to perform assigned task including, but not limited to vehicles, ladders, sprayers, lifts, power tools and various hand tools. Assists with the planning, coordination, and implementation of department projects related to facilities. Monitors the performance of outside contractors' work; Performs corrective measures to ensure contractor is in line with expectations. Reports major issues to Facilities Supervisor. Ensures tools and equipment are inspected and maintained in safe operation at all times. Assist with enforcement of Town policies and safety standards. Maintains effective working relationships with town employees, contractors and general public. Oversees the janitorial product ordering system and ensures ample supplies are in stock. Maintains inventory of maintenance supplies, equipment, and materials. Meets with personnel from other Town departments to identify needs. Completes work orders and projects to customer's satisfaction. Observes safe work methods and makes appropriate use of safety Personal Protective Equipment (PPE). Performs other related duties as assigned. Typical Qualifications Extensive knowledge of HVAC systems and operations along with knowledge of plumbing, electrical, painting, carpentry and masonry maintenance and repairs. Knowledge of federal, state, and local building codes and safety regulations. Skill in the use of a variety of power, hand, and bench tools. Ability to read blueprints and schematic drawings. Ability to effectively use a personal computer with a focus on Microsoft Word and Excel. Ability to establish and maintain effective working relationships with associates. Ability to make decisions within scope of authority and refer more difficult issues to the Facilities Supervisor. Ability to lead the work of others and effectively prioritize multiple projects and workloads. Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language. Supplemental Information Any combination of education and experience equivalent to graduation from high school. Extensive experience and training in the HVAC trade. Formal certification in the HVAC field is preferred but not required. Strong experience and skill in the other trades such as electrical, plumbing, and building. Experience supervising maintenance personnel and project management experience are desired.
