We continue to do what AFG does best: helping owners and users solve facility-related problems. Civil Engineer We are seeking a dedicated Civil Engineer to join our company. You will collaborate with other engineers and professionals to effectively manage and oversee United States Army Corps of Engineers Mobile District on civil and military infrastructure and design build projects The Civil Engineer will proactively provide design, inspection, QA/QC oversight and construction management leadership in support of major United States Army Corps of Engineers federal military and civil projects, programs and initiatives. Projects could be a wide variety of work including facility upgrades, renovations, new construction, annexes, campus wide programs, and major civil works infrastructure etc. Examples of projects could include hydrologic infrastructure repairs, upgrades and new construction, bridge and road renovations and reconstruction, facility construction or renovations, interior and exterior renovations, and other civil or MILCON projects etc. Work will primarily be in an office environment; however, work will also be on a variety of construction sites both interior and exterior. Duties may include, but are not limited to: Professional experience should be at expert level and include strong knowledge of federal and civil design and construction programs and processes to include procurement documents, as well as superior management and communication skills. Should be a self-starter with the ability to work both independently and within matrixed teams and with multiple stakeholders. Experience in civil works projects, highway and road construction projects, federal and civil real property management, vertical and horizontal construction and quality control inspections are an advantage. Provide project construction management of a single major program/project or multiple concurrent projects. Provide decisive direction in regard to business, technical and personnel management involving multidisciplinary and diverse functional activities. Responsible for the overall project delivery in terms of scope, technical quality, cost, and schedule. Is accountable for the management of design / build and/or design -bid build projects for the Army Corps of Engineers through the full project life cycle and ensures the internal and external communication occurs for successful project delivery. Is able to lead collaborative matrixed teams to successful project outcomes. Proactively coordinate with customers to establish requirements; Support the development of the Program of Requirements (POR); Proactively provide team and project leadership establishing a responsive highly focused solutions driven culture Ensure technical and service excellence throughout the project 's/ program's life-cycle Ensure Client engagement and satisfaction Provide technical insight and expertise; Review the Design Intent Drawings (DiDs) for scope accuracy; Review the Construction Drawings (CDs) for scope, technical accuracy, constructability and bid ability; Perform value engineering reviews if required; Participate in weekly progress meeting; Ensure stakeholder engagement Prepare meeting agendas and meeting minutes; Lead project and Program teams while proactively supporting Federal Clients Review project submittals; Prepare government cost estimates; Prepare written scopes of work; Prepare and update the project schedule; Set up and maintain job files; Prepare and update the project budget; Review cost proposals and change orders; Perform substantial completion inspection; Provide technical review leadership support; Respond to Requests for Information (RFI's); Maintain logs of all construction documents. Job Requirements Bachelor's degree in engineering or architecture preferred, or commensurate experience. 5+ years' experience in federal or civil architecture, engineering, or construction programs Experience and familiarity with US Army Corps of Engineers (USACE); US Naval Facilities Engineering Command (NAVFAC); and/or US Air Force Civil Engineering Center (AFCEC) Professional Engineer's License, or ability to obtain PE. Proficiency in drafting and modeling applications such as Autodesk Inventor, Maya, and AutoCAD. Strong mathematical and analytical skills and Project management skills in accordance with the Bureau of Labor Statistics. Team-player, proactive, self-starter attitude. Strong problem-solving and communication skills. Interest and ability to resolve a wide range of challenges. Ability to read drawings. Communicate professionally and efficiently verbally and in writing. Develop weekly reports and progress reports, both internally and to the client. Physical ability to climb ladders and navigate construction sites unaided. Federal experience a plus, particularly with GSA, DOD, VA, USACE, and/or NAVFAC Independent and autonomous work style with limited management input. Strong attention to detail. Understand and develop construction schedules. Knowledge and experience using Microsoft Project. Understand and develop detailed Scopes of Work for design and construction projects. Soft skills include Negotiation, Supervisory, Leadership, Verbal and written communication, and Knowledge of relevant local standards. Physical and Environmental Demands Constantly communicating with others to exchange information. Constantly repeating motions that may include the wrists, hands and/or fingers. Constantly assessing the accuracy, neatness and thoroughness of the work assigned. Occasionally ascending or descending ladders, stairs, scaffolding, ramps, poles and the like. Occasionally moving self in different positions to accomplish tasks in various environments including tight and confined spaces. Occasionally remaining in a stationary position, often standing or sitting for prolonged periods. Occasionally moving about to accomplish tasks or moving from one worksite to another. Occasionally adjusting or moving objects up to 50 pounds in all directions. Occasional low and high temperatures due to working outside during all seasons, along with elements such as precipitation and wind. Occasional noise while on construction sites.
