Description Position Summary: The ATF Compliance Manager oversees and ensures compliance with regulations and requirements set forth by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). This role is critical in maintaining the organization's adherence to ATF regulations and promoting a culture of compliance. By ATF regulations, qualified candidates must meet specific criteria and qualifications to be a • Responsible Person' (RP). Full-Time/Part-Time Full-Time Position ATF Compliance Manager Position Requirements Roles and Responsibilities Compliance Program Management: - Oversee day-to-day operations of the ATF compliance program, ensuring effective execution and management of compliance activities. - Ensure regulatory compliance for firearms manufacturing activities under the GCA, NFA, and AECA, including import and export matters. - Identify, lead, and implement policy and process improvements, monitor compliance performance, and consult with legal counsel to resolve complex issues, ensuring the organization's ATF compliance function's efficiency, effectiveness, and long-term sustainability. Regulatory Relationship Management: - Establish and maintain primary relationships with regulatory agencies, particularly the ATF, and collaborate with internal stakeholders and external partners to ensure compliance with ATF regulations. Policy and Process Development: - Develop, initiate, maintain, and periodically review policies and procedures related to ATF compliance, ensuring alignment with current regulations and industry best practices, and effectively implement and communicate them to ensure organization-wide understanding and compliance. Compliance Communication and Training: - Establish and maintain an effective compliance communication program, promoting heightened awareness of ATF compliance issues, regulations, and related policies and procedures, while collaborating with Human Resources and other departments to develop and deliver comprehensive compliance training programs for all employees, including new hires and identified employees/managers. Audit and Investigation Support: - Support audit and assessment activities, both internally and with regulators, by providing necessary documentation, information, and assistance. Additionally, respond to alleged violations of rules, regulations, policies, procedures, and Compliance Program Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Act as an independent review and evaluation officer to ensure appropriate investigation, evaluation, and resolution of compliance issues within the organization. Continuous Improvement: - Stay current with changes in ATF regulations, industry trends, and best practices in compliance management. Proactively identify areas for improvement and recommend enhancements to the ATF compliance program to ensure ongoing compliance effectiveness and optimization. Qualifications Education/Experience: A degree preferred or at least five (5) years of experience in the firearms manufacturing/sales industry with firearms regulatory compliance knowledge; or an equivalent combination of education and experience. A good understanding of the domestic and global firearms industry and world events. Knowledge of ATF Regulations: In-depth knowledge and understanding of ATF regulations, including the Gun Control Act of 1968 (GCA), the National Firearms Act of 1934 (NFA), and the Arms Export Control Act (AECA), is essential. Familiarity with applicable federal, state, and local firearms and explosives laws and regulations is also necessary.
