Salary : $121,617.60 - $159,286.40 Annually Location : Cupertino, CA Job Type: Full Time Job Number: Department: Public Works Opening Date: 09/30/2024 Closing Date: 10/21/2024 5:00 PM Pacific Description Annual Salary Assistant Engineer $121,616.35 - $147,805.01 Associate Civil Engineer $131,066.42 - $159,289.52 The Position The City of Cupertino Public Works Department is currently seeking an Assistant Engineer or Associate Civil Engineer in the Transportation Division. The role involves professional engineering tasks related to the planning, design, construction, and operation of public and private development projects. While the position is centered on transportation, a significant amount of work will involve managing transportation projects within the Capital Improvement Program. The role will be offered at either the Assistant or Associate level, based on the qualifications and experience of the candidate selected. Class Characteristics Assistant Engineer - This class is distinguished from the higher class of Associate Engineer by the performance of assignments of a less complex nature. Employees work under general direction performing moderately difficult professional engineering field and office work. Associate Civil Engineer - This class is distinguished from the Assistant Engineer by the performance of advanced engineering assignments and the employee's acquisition of a professional Engineering license. Employees at this level work under minimal supervision; supervises and oversees the work of Engineering Technician and/or Assistant Engineer. Advancement from the Assistant level to the Associate level is upon registration as a professional engineer in California and approval of the department head. Supervision Received and Exercised Assistant Engineer - Receives general supervision from supervisory or management personnel. Associate Civil Engineer - Receives direction from supervisory or management personnel. Exercises supervision over technical staff. Essential Duties Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Perform various traffic studies and prepare reports of findings; analyze, check and reconcile traffic data; respond to and investigate citizen requests and concerns; conduct traffic signal and control device warrant studies; maintain volume count, traffic flow, and accident data; prepare and review roadway signing, striping and traffic control plans; prepare work requests for signing and striping crews; review development plans and traffic impact analyses for private development projects; participate in and/or oversee the preparation of plans, specifications and cost estimates for the construction of traffic signals and other transportation-related projects; administer various consulting and construction contracts, including preparation of requests for qualifications/proposals; perform project management activities; oversee and participate in the review of projects under construction in the field; resolve complaints and problems in the field between the inspectors and developers, contractors and/or engineers; coordinate and/or assist in arrangements for special events and parades; perform research of traffic laws and traffic control technologies and techniques; work cooperatively with the Sheriff's Department, School District, Caltrans and City maintenance and signing crews; represent City in various local and regional Committees. Qualifications Assistant Engineer Knowledge of: Principles and practices of traffic engineering, including Complete Streets concepts and practices associated with multi-modal transportation accommodations; applicable laws and regulatory codes relative to areas of assigned responsibility; basic surveying, drafting, computer-aided design techniques and technology; personal computer software applications including Microsoft Word, Excel, and PowerPoint; Synchro, Traffix, and AutoCAD highly desirable; research and investigative procedures, report writing and English usage. Ability to: learn and use City's permitting and plan review software; Perform professional engineering work; use copy machines, plotters, scanners and printers; prepare technical reports for a technical and non-technical audience; read and interpret complex engineering drawings and related maps; make mathematical calculations quickly and accurately; understand and follow directions; communicate and work cooperatively with other employees, public agencies and the general public; act in a courteous and effective manner when dealing with the general public; work at indoor and outdoor sites; on a continuous basis, twist and reach for office equipment; intermittently stand, walk, bend, climb, kneel and squat while conducting field work; lift and carry weight of 30 pounds or less; advise and train less experienced personnel in routine assignments. Associate Engineer In addition to the Knowledge and Abilities of Assistant Engineer - Knowledge of: budgeting techniques and project management. Ability to: Perform complex engineering work requiring a high level of independent judgment; ability to review, analyze, provide recommendations and/or resolve issues related to projects or day-to-day inquiries; train, assign, review, and evaluate subordinate personnel as assigned; prepare complex engineering computations and check, design, and oversee the preparation of various engineering plans and studies; prepare accurate estimates of costs, schedules, personnel resources, and perform other similar activities related to project management; gather, analyze, and interpret a variety of complex, technical data. Education and Experience Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: The Assistant and Associate level require a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. In addition to the Bachelor's degree: 2 years of responsible professional civil or traffic engineering experience is required for Assistant Engineer; and 3 years of responsible civil or traffic engineering experience performing duties similar to an Assistant Engineer with the City of Cupertino is required for Associate Engineer. Licenses and Certifications The Assistant and Associate level require the possession of, or ability to obtain, a California driver's license. In addition to the driver's license, possession of a Certificate of Registration as a Civil or Traffic Engineer in the State of California is required for Associate Engineer.
