Position Type: Engineering Date Posted: 5/1/2024 Location: Building Department / Fire Marshal's office Town of Vernon Department: Engineering Hourly Rates: $49.31 - $57.16 Professional Employees Union - view current contract - General Statement of Duties: Selects and applies standard civil engineering techniques, procedures, and criteria to a variety of public works planning, construction, design and land surveying projects; provides technical assistance and consultation to town departments, boards, and commissions; inspects construction projects. Assumes responsibility for unit in absence of Town Engineer. Supervision Received : Receives general supervision from the Town Engineer. Organizes and plans work according to standard procedures. Works with independence, and establishes priorities within work assignment. Reports work accomplished to the Town Engineer. Supervision Exercised : Assigns tasks to support technical staff and oversees for compliance with engineering principles; provides general supervision to clerical staff. Essential Job Functions : Prepares plans, specifications, and designs for public works projects, including highway, street and sidewalk constructions, drainage improvements, recreational fields, and facilities improvements. Prepares costs and materials estimates for construction projects. Reviews public works construction bids for conformity to specifications. Oversees approved projects. Performs technical review, and prepares commentary on permit applications in protected zones. Provides technical information and general assistance to town departments, boards, and commissions. Investigates drainage problems and complaints, and prepares design changes as needed. Prepares, analyzes and reports in specialized engineering areas such as hydraulics, drainage, and related municipal engineering systems. Oversees soil tests to determine sub-surface profile and characteristics of soil and water table as necessary. Prepares technical reports for the Town Engineer, including supporting graphical and tabular data and charts as required. Uses Microcomputer (P.C.) with Computer Aided Design (CAD) and engineering software, and related non-technical software, in all phases of work. Oversees and maintains all digital CAD files. Regular and punctual attendance. Other Job Functions : Provides assistance to the Town Surveyor in field and administrative detail work as needed. Assumes responsibility for unit in absence of Town Engineer. Inspects public works projects in progress for conformity to design, materials, and schedule specifications. Assists contractors, architects, or others in applying for construction permits. Perform administrative and field work as directed by the Town Engineer. The employee is occasionally required to stoop or kneel. The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Minimum Qualifications Knowledge, Skills & Abilities : Knowledge of the principles and practices of civil engineering and land surveying. Knowledge of mathematical principles applied to land surveying. Ability to apply principles of civil engineering to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagrammatic form. Ability to acquire skill to operate electronic engineering equipment, including personal computer and to apply computer aided design (CAD) software with engineering applications. Ability to write engineering reports in clear, concise and understandable language. Ability to direct the work of others. Experience & Training Required : The skills and knowledge required would generally be acquired with a Bachelor's Degree in Civil Engineering and two years of civil engineering experience. License or Certificate : Registered Professional Engineer or certification as an Engineer-in-Training under CSG, Ch. 391, with registrations as a Professional Engineer within three years. Must hold and maintain a valid motor vehicle operator's license.
