Salary : $77,406.13 - $121,545.22 Annually Location : Lewisville, TX Job Type: Full-Time Job Number: FY Department: Engineering Opening Date: 10/01/2024 Closing Date: Continuous FLSA: Exempt Position Summary Applicants may be hired as either Engineer-In-Training or Civil Engineer, contingent upon their qualifications, education and prior experience. Engineer-In-Training Salary Range: $77,406.13-$86,319.57 (hiring range) Full Range Potential : Up to $110,245.10 The hiring range represents the starting salary range for new employees basedon education, experience, certifications, and licenses. However, our full salary range offers additional opportunities for salary growth as employees gain experience, skills and demonstrate performance over time. Civil Engineer Salary Range : $85,340.26-$95,167.32 (hiring range) Full Range Potential : Up to $121,545.22The hiring range represents the starting salary range for new employees based on education, experience, certifications, and licenses. However, our full salary range offers additional opportunities for salary growth as employees gain experience, skills and demonstrate performance over time. Reviews construction plans, specifications, bid documents, professional service agreements, plats and engineering site plans for conformance with City Development Ordinance, general engineering principles, and local/state/federal requirements. Monitors and directs consultants working on City Capital Projects. Meets with property owners and consultants concerning Capital Projects and acquisition of required rights of way and easements. Prepares easement and right of way documents and other various right of way agreements as necessary. Assists project inspectors with monitoring construction of capital projects, field changes and initiating change orders as needed. Reviews and makes recommendations regarding consultant and contractor pay applications related to capital projects. Monitors project budgets. Prepares reports and correspondence as needed. Essential Functions Engineer-In-Training : Reviews construction plans, professional service agreements, plats and engineering site plans for conformance to City Development Ordinances and general engineering principles. Assist with plans, specifications, and estimates for in-house projects. Meets with property owners and consultants concerning development of capital improvement projects including acquisition of required easements and rights of way. Attends Planning and Zoning and City Council meetings as required. Supports engineers working on Capital Improvement projects by performing plan review, quantity checks, preparing specifications and bid documents and other tasks related to design and construction. Assists in negotiating professional service agreements and fees for consulting engineers. Reviews bids, research contractor references and makes recommendations regarding same. Monitors construction of capital improvement projects including review of pay estimates and facilitation of project acceptance close out. Assists project inspectors and contractors with resolution of construction questions, field changes, interpreting plans and specifications. Makes recommendations regarding change orders as needed. Create and modify standard construction details using Microstation. Performs all other related duties as assigned. Sewer and Water Utility Projects: With an emphasis on sewer and water utility projects, reviews construction plans, specifications, bid documents, professional service agreements, plats and engineering site plans for conformance with City Development Ordinance, general engineering principles, and local/state/federal requirements. Knowledge in technical fields related to design of water and sewer utilities including elevated and ground water storage, force mains, large diameter transmission mains for sewer and water, lift stations, water pump stations and water and sewer plant improvements. Knowledge in technical fields related to design of roads, storm water management and drainage are preferred. Civil Engineer: Reviews construction plans, professional service agreements, plats and engineering site plans for conformance to City Development Ordinances and general engineering principles. Prepares and reviews specifications and bid documents for Capital improvement projects. Prepares plans, specifications, and estimates for in-house projects. Position Qualifications Engineer-In-Training : Education Bachelor's Degree in Civil Engineering required. Engineer in Training Certificate preferred. Must be able to obtain Engineer in Training Certification within six (6) months of employment. Experience 3 years in a related field required strongly preferred. 1-2 years of experience with roadway and utility projects, or an equivalent combination of education, training, and experience. REQUIRED SKILLS & ABILITIES Knowledge of: Knowledge of current civil engineering practices. Fundamentals of civil engineering, mathematics, and physics. Know the principles and practices of civil engineering as related to the preparation of plans and specifications of various projects with emphasis on Roadway and utility projects and engineering. Ability to: Ability to accept responsibility and account for his/her actions. Ability to follow instructions, safety practices and standard operating procedures in performing assigned tasks. Ability to be punctual and attend work regularly Ability to work effectively with people regardless of their age, gender, race, ethnicity, religion, or job type. Ability to perform work accurately and thoroughly. Ability to communicate clearly and concisely, both orally and in writing. Ability to interpret and apply City. State and Federal requirements as they apply to capital projects and private development projects. Ability to coordinate, direct and manage the work of consultants. Ability to coordinate multiple tasks and projects. Skills: Skill in use of personal computer including Microsoft Office, Open Office or similar word processing programs, e-mail and the internet. Skill in technical fields related to design or Skill in technical fields related to design of roads, storm water management and drainage are preferred. Use of Microstation sufficient to produce simple drawings related to capital projects such as standard construction details and schematic plans. Skill in public relations. Other Requirements Must submit to and pass a pre-employment drug test. Must possess a valid State of Texas Drivers License Class "C" and good driving record as defined by City policy. Must be able to obtain Engineer in Training Certification within 6 months. Civil Engineer: Education Bachelor's Degree in Civil Engineering required. Experience 5 years in a related field required.
