Environmental Specialist (State of Washington, USA)The Environmental Specialist position is focused on ensuring compliance with environmentalregulations in the State of Washington. You will be responsible for managing a wide range ofenvironmental projects, including groundwater and soil investigations, compliance with state andlocal stormwater and waste regulations, and overseeing environmental remediation andabatement activities.Key Responsibilities:ï‚· Lead and manage Phase I and Phase II Environmental Site Assessments (ESA) for siteinvestigations, focusing on groundwater and soil conditions.ï‚· Design and implement soil and groundwater treatment systems to ensure compliance withState and Federal regulations.ï‚· Obtain and manage permits related to NPDES and sewer discharge, constructiondewatering, and other environmental requirements.ï‚· Oversee asbestos and lead paint abatement, demolition protocols, and contaminated wastemanagement, including waste profiling and removal of underground and abovegroundstorage tanks (USTFST).ï‚· Ensure compliance with the State of Washington's stormwater regulations, includingSWPPP, SUSMP, and wastewater discharge requirements.ï‚· Address environmental concerns related to construction noise, waste management, andstormwater runoff at construction sites.ï‚· Provide expertise in managing projects involving historical buildings, archeological andpaleontological considerations, and interactions with Native American communities, withan understanding of NEPA regulations.ï‚· Liaise with various regulatory agencies, including the Regional Water Quality ControlBoard (RWQCB), Air Quality Management District (AQMD), Department of ToxicSubstances Control (DTSC), and other statelocal agencies.ï‚· Provide technical support and oversight for geotechnical projects and tunneling,especially in transit-related and large-scale infrastructure projects.ï‚· Ensure compliance with both state and federal transportation project guidelines, includingFTA and Caltrans, for relevant projects in Washington.Qualifications:ï‚· 10+ years of experience in environmental engineering or geology, with a minimum of aBS degree in a related field (engineering, environmental science, or geology).ï‚· Professional Engineer (PE) or Registered Geologist (RG) certification is preferred but notrequired.ï‚· Experience with groundwater and soil investigations, environmental site assessments(Phase I & II), NPDES permitting, and stormwater compliance.ï‚· Knowledge and experience with contaminated waste management, including hazardousmaterials abatement, USTFST regulations, and stormwater requirements.ï‚· Familiarity with regulatory agencies and standards in Washington and previousexperience with transit-related projects is highly desirable.ï‚· A strong background in geotechnical engineering, tunneling, and compliance with NEPAregulations is a plus.This role is ideal for an experienced professional with a strong technical and regulatorybackground, capable of managing complex environmental projects and navigating compliancewith Washington's environmental standards.
