This Principal Engineering position will be the lead Development Reviewer for Public Works. Responsibilities may involve review of commercial, industrial and subdivision projects, including compliance with the California Subdivision Map Act and ensuring the development compliance with the City's engineering standards and stormwater regulations. A strong candidate will have not only a strong technical engineering background in development, but also will be customer-service oriented for both public-facing interactions with developers and internal coordination within Public Works and other City Departments. DEFINITION To plan, organize, direct, assign, manage and coordinate the work of an engineering division in the Public Works Department; to direct and coordinate the work of engineering and construction consultants in the design and construction of major public works projects and other projects; to apply for, administer and manage project funding grants. DISTINGUISHING CHARACTERISTICS This job class functions at a program/project management level and is responsible for the effective administration of assigned engineering areas as well as for providing general assistance in the administration of the Public Works Department. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the Director of Public Works and Utilities. Exercises direct supervision over Senior Civil Engineers, Associate Civil Engineers, Senior Engineering Associates, Engineering Associates, Assistant Engineers, Senior Engineering Aides, Construction Engineer, Public Works Inspectors, and other subordinate staff. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Plans, organizes, assigns, manages, and evaluates the activities of an engineering division. Analyzes complex issues and problems related to areas of responsibility, evaluates alternatives, and develops and recommends effective courses of action. Participates in the development, planning, financing, design, administration and construction of significant and complex public works projects. Directs, assigns, supervises, and reviews the work of subordinate engineering and/or technical support assistants engaged in the preparation of designs, specifications, estimates, and technical reports related to the construction of public works projects. Performs the most difficult and complex professional engineering assignments in the design and construction of public works projects. Prepares and reviews specialized technical studies, investigations, reports, documents and correspondence related to division activities and operations and as required by laws and regulations. Reviews and evaluates private improvement plans for impact on public works projects; approves plans as appropriate. Reviews, evaluates, and monitors commercial, industrial, subdivision, or other project development plans for specification compliance; recommends approval/denial. Prepares and reviews bid request packages; reviews received bids and makes recommendations; reviews contract change proposals. Reviews and directs the work of consulting engineers and surveyors; ensures conformance with City and State requirements; reviews progress payment requests; and otherwise manages contract costs. Attends various meetings as representative of the Public Works Department. May act as Airport Engineer performing technical engineering work and coordinating efforts with State and Federal regulatory agencies on airport projects. May function as Traffic and/or Transportation Engineer performing technical engineering work, coordinating efforts with state and federal regulatory agencies and attending the regional transportation committee meetings. May function as City Engineer. Makes presentations and serves on a variety of committees to work with regulatory agencies, the public, elected officials, and other agencies. May function as the department head in the absence of the Director of Public Works and Utilities. Clarifies roles and responsibilities of division staff in meeting an engineering division's goals and facilitates goal setting, scheduling and monitoring of Public Works projects. Performs related duties similar to the above in scope and function as required. EMPLOYMENT STANDARDS Knowledge of Principles and techniques of supervision including staffing, employee development, and planning and organizing work. Principles and practices of civil and traffic engineering, surveying, construction inspection, including the design, specification, and estimating of projects related to public works. Technical report writing. Ability to Plan, organize, coordinate, and manage an engineering division, including the supervision of professional engineering and technical assistance staff. Conduct thorough technical engineering research work and prepare effective technical reports and correspondence. Formulate, evaluate, and make recommendations on policies and procedures affecting the provision of public works services. Review and evaluate technical engineering and maintenance information, reports and recommendations. Deal tactfully and courteously with the public, contractors, and representatives of other agencies in providing professional engineering information and assistance. Effectively and tactfully communicate in both oral and written forms. Make effective presentations to elected officials, the public, city executives, businesses, and other agencies. Sit at a desk and in meetings for long periods of time on a continuous basis. Use a telephone, and write or use a keyboard to communicate through written means. TRAINING AND EXPERIENCE Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain the knowledge and abilities is: Eight years of increasingly responsible professional engineering experience in the design and construction of municipal public works projects, including at least two years in a management or supervisory capacity. LICENSE & CERTIFICATION A valid Class C California Driver's license, including a safe driving record. A valid certificate of registration as a Civil Engineer issued by the State Board of Registration for Civil Engineers. The candidate selected will be appointed for a 12-month probationary period. Names of successful candidates who do not receive a job offer will be placed on an employment list which normally remains effective for one year. The Human Resources Department may abolish an Employment list at any time the needs of the City so require. This position is represented by Management bargaining group. Prior to appointment to the position of Principal Engineer, a medical examination and Department of Justice Livescan fingerprinting will be required.
