Executive Director, Accounting & Financial Operations Department: Accounting & Financial Operations Location: District Administration Reports To: Vice President, Finance & Business Services Recruitment Type: External/Internal Requisition ID: req5109 Employment Type: Administration and Professionals Union Position: Non-Union Work Schedule: Standard College Hours Number of Openings: 1 Job Description: SUMMARY Strategically manages and directs the accounting systems and operations of the College, including student accounting (billing, student accounting, third-party accounts receivables); general accounting (payroll processing, accounts payable, grants accounting and financial reporting); restricted accounting; accounting classification structure; financial recording; accounting policies and procedures, regulatory compliance; and related internal and external reporting requirements. Provides administrative and management support for the College and Foundation financial accounting system. Serves as primary lead for College and Foundation external financial audits. ESSENTIAL FUNCTIONS Prepares reports required by the Ohio Board of Regents, the State Auditor, Government Finance Officers Association, ie: Comprehensive Annual Financial Report and the Popular Annual Financial report, external / internal constituents, and stakeholders, etc. Directs, manages and coordinates the financial reporting and analyses for the College and Foundation in compliance with GASB, FASB and College financial policies and procedures Evaluates and coordinates financial systems and transactions of the College to ensure compliance with regulatory and institutional requirements Develops and implements standard monthly and year-end closing processes that result in preparation of interim and year-end financial statements Identifies and implements improvements in various processes to gain effectiveness and efficiency. Studies and evaluates accounting operations and leads system design enhancement projects using resources internal and external to the department Directs, manages and coordinates processing of payroll for the College as well as all required reporting in regards to tax and retirement filings Directs and manages accounts payable process and looks to identify and implement process improvements Supervises assigned staff, including recruitment and hiring, directing work and evaluating, motivating and coaching performance Performs other related duties as assigned REQUIRED QUALIFICATIONS EDUCATION AND EXPERIENCE/TRAINING Bachelor's degree in a related field o Significant related experience may substitute for education Certified Public Accountant Minimum of ten years of progressively responsible experience in accounting and financial reporting Demonstrated experience effectively utilizing accounting and financial systems Demonstrated experience hiring, training, developing, scheduling, supervising and managing the work performance of others Demonstrated experience effectively developing strategies and making decisions that have significant, broad implications on the management and operations of a division (or equivalent business area) Demonstrated experience and effectiveness requiring dynamic and analytical problem solving methods in a variety of situations Strong communication and analytical skills Minimum 5 years of management experience Ability to act as a change agent and build a positive environment for change KNOWLEDGE, SKILLS and ABILITIES Possess comprehensive knowledge of accounting theories, concepts and practices with the ability to apply in complex, difficult and/or unprecedented situations as it pertains to the departmental focus Possess technical expertise in GASB and FASB Possess comprehensive knowledge of payroll and retirement regulatory theories, concepts and practices with the ability to apply in complex, difficult and/or unprecedented situations as it pertains to the departmental focus Possess in-depth knowledge of vendor selection through request for proposal processes Possess strong supervisory and conflict resolution skills Demonstrated ability to negotiate effectively in complex business situations Ability to effectively complete work assignments independently Possess excellent organizational and prioritization skills Ability to be creative and exercise initiative Possess excellent written, verbal and interpersonal communication skills Possess strong organizational and time-management skills Ability to work accurately with great attention to detail Ability to promote collaboration, teamwork, and involve all stakeholders in decision-making processes Proven leadership skills and ability to foster a team environment and work collaboratively Demonstrated advanced Project Management skills Intermediate-level proficiency with Microsoft: Outlook, Word, Excel, Access, and PowerPoint Ability to confidentially and discreetly handle subject matters requiring privacy and sensitivity Ability to collaborate, negotiate and resolve conflicts on major projects Ability to facilitate top-level collaboration while managing sensitive issues Ability to develop and maintain relationships with key contacts to enhance work flow and quality Possess sensitivity to respond appropriately to the needs of a diverse population COMPETENCIES CRITICAL COMPETENCIES Collaboration Continuous Improvement Quality of Work VERY IMPORTANT COMPETENCIES Communication Service Focus IMPORTANT COMPETENCIES Adaptability Time Utilization PREFERRED QUALIFICATIONS EDUCATION & EXPERIENCE/TRAINING Master's degree in a related field Demonstrated Public Accounting and auditing experience Demonstrated experience managing budgets Demonstrated experience working in a public sector environment Demonstrated experience in a collective bargaining environment PHYSICAL DEMANDS/WORKING CONDITIONS (The demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
