For the Office of the Undersecretary of Defense for Intelligence and Security (OUSDI(I&S), Director for Defense Intelligence (Sensitive Activities & Special Programs) (DDI SASP), our team is recruiting candidates with senior level Budgeting, Budget Management and Organizational Finance Oversight experience. The selected individual will serve as the program planning and budgeting advisor to SASP leadership, ensuring policies and procedures for financial transactions are compliant and effective. Primary Duties Prepare cost estimates for Special Access and Special Programs (SASP) initiatives and efforts Compile and present budget exhibits, spend plans, travel forecasts, burn-sheets, budget reports, and budget execution documentation. Work with OUSD(I&S) Financial Management and Accounting (FMA) office to execute the SASP budget Support consistent, regular communications with FMA to determine funding status, funding commitments and funding execution Enable funding of dynamic SASP un-forecasted requirements by regularly preparing and submitting required documentation to FMA. Develop strategic financial plans Prepare cost estimates for SASP initiatives and efforts Correlate financial requirements and resources into executable budgets Assess staff packages, memorandums, and other written correspondence for compliance with accounting principles and applicable internal controls Education and Experience Qualifications Bachelor's Degree - Required Top Secret Clearance; Eligible for SCI - Required Minimum of 15 years of budget management experience. Minimum of 5 years of experience with the Planning, Program, Budgeting, and Execution (PPBE) phases of the DoD budget. Minimum of 5 years of experience with budget formulation, enactment, and execution. Minimum of 5 years' experience monitoring organizational spending, managing required reports Experience informing senior leaders on organization financial status Minimum 5 years' experience with the Congressional budget process Experience with Budget Justification documentation development, Operations & Maintenance and Research Development, and Test & Evaluation appropriations - Highly Desired This full-time position is Monday through Friday and operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Limited travel may be required. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.
