Essential Job Duties Safety/Security Sensitive Designation: This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment and is subject to random drug and alcohol screening. ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require employees to demonstrate leadership competencies by exhibiting appropriate role modeling and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following: Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws. Oversee the Warehouse and small equipment repair shop for Water/Sewer/Meter with the goal of optimizing efficiency, ensuring accuracy, and maintaining a safe working environment. Exercise good judgment in making decisions to maintain the public health and safety as pertains to the water distribution and sewer collection systems. Manage daily operations of the Warehouse including, but not limited to, ensuring parts are procured, received, and correctly issued within the asset management system and that inventory is accounted for. Oversee inventory management and purchasing. Utilize procurement methods that follow purchasing requirements and follow accounting policies when making payments through p-cards, purchase orders, and check requests. Ensure small equipment is repaired and maintained as needed. Obtain and review bids and quotes for the Department. Meet with sales representatives and maintain effective working relationships. Process purchasing transactions for others within the Department. Answer questions from internal and external personnel regarding equipment and inventory specifications and report findings to their supervisor. Develop and implement partial weekly audits as well as oversee monthly and biannual audits of inventory items and report findings to supervisor. Research and purchase parts, supplies, tools, safety equipment, and small equipment necessary to maintain efficient and effective operations of the Department. Research, purchase, and maintain safety construction equipment for trench safety, confined space entry, and traffic control. Oversee the ordering of uniforms, T-shirts, winter gear, and personal protective equipment (PPE) for employees. Oversee delivery and pick up parts, supplies, fuel, and equipment. Quote and obtain rental equipment for the Department. Order janitorial and maintenance supplies for the Department. Assist on-call personnel after hours as needed. 19.Understand the City's Municipal Separate Storm Water System (MS4) permit and work to maintain compliance with the Storm Water Management Program (SWMP) pertaining to the Water/Sewer facility as directed. Minimum Qualifications High School Diploma or GED with four years of inventory management or control experience, one year of water/wastewater experience and two years of supervisory experience required. Must possess a valid driver's license and be able to obtain a Class A Commercial Driver's License with tanker, (N) endorsement within six months of employment. Must possess or obtain within two years of employment: Arkansas Department of Health Grade 4 Water Distribution License, Arkansas Class I Wastewater License, Traffic Control, Trench Safety & Confined Space Certifications. Effectively communicate with others orally and in writing. Ability to evaluate product and equipment specifications. Ability to read and comprehend technical instructions and procedures manuals. Ability to perform mathematical calculations such as addition, subtraction, multiplication and division and calculate rates and percentages. Ability to use basic geometry to calculate circumferences, volumes and areas. Must be proficient in the use of a computer, utilizing word processing and spreadsheet applications and other related software programs. Must be able to become proficient in utilizing the City's asset management system. Must be able to effectively operate standard office equipment. Ability to learn to operate an articulated loader, electric forklift, backhoe, dump truck and other motor vehicles. While performing the functions of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds and occasionally lift/move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the functions of this job, the employee is regularly exposed to moving mechanical parts; outside weather conditions and risk of vibration and/or electrical shock, and frequently exposed to fumes or airborne particles, and toxic or caustic chemicals.
