Salary: $0.00 Annually Location : Lincoln, NE Job Type: Blanket requisition Job Number: Department: Finance Department Opening Date: 08/09/2024 Job Posting Information The City of Lincoln is seeking a new Chief Financial Officer to oversee all financial planning, budgeting, accounting, revenue administration, treasury management, and purchasing activities for the City. A Day in the Life includes the utilization of extensive knowledge of governmental accounting principles and municipal finance, accrual accounting, budgeting, treasury management, revenue administration, long range financial planning and forecasting, governmental procurement methods, and a level of comfort with technology issues used in government applications, including uses in public safety. The ideal candidate will have knowledge of multiple types of debt issuances utilized by municipal governments including General Obligation bonds, Revenue Bonds, Certificates of Participation, and Tax Allocation bonds, used to assist departments in managing the finances of major capital projects. Experience and familiarity with preparation of a municipal Comprehensive Annual Financial Report (CAFR) and working with independent auditors will move candidates to the top of the list. The ability to communicate complex financial information in a simple manner to the Mayor, City Council, department personnel, the media, and the public through written and oral communication will be crucial to the success of the new Finance Director. Experience in Information Services in relation to municipal services including technology and software programs will also be a plus. Departmental Divisions Accounting Giving regulatory requirements the highest consideration, the City Accounting Office will be the provider of financial information and services to our customers in an increasingly efficient and accessible manner, utilizing the latest technology and most effective business practices. Budget We will be the trusted and unbiased facilitator for the exchange of information among elected officials, City departments and the public to allow them to make the best decisions possible; ensure that all legal requirements and policy directives regarding the City budget are met; make recommendations for controlling costs, allocating resources and enhancing revenues; prepare presentations and other materials used to explain the City budget. City Clerk Secure, maintain and manage the collection, retention, retrieval and distribution of official records and information in a cost-effective, convenient and timely manner. City Treasurer Implement modern business practices for effective and efficient cash management for the investment of funds in the best composition of safety, liquidity and highest return. Facilities Manages, coordinates, and directs the City of Lincoln municipal facilities system. Fleet Services Maintains City property and equipment and promotes safe driving practices in compliance with State statutes and City ordinances for all employees. Information Services Secure and manage the collection and distribution of information and data resources. Support customers' needs and offer cost effective solutions to exploit efficiency and effectiveness throughout all agencies. Coordinate the development and/or modification of government processes while working towards the strategic planning goals of all departments. Purchasing To effectively administer the complete procurement cycle of all goods and services on behalf of our clients from the initial needs determination and purchasing process, through evaluation, delivery, implementation, and final disposition of the goods or conclusion of the contracts according to Local, State, and Federal requirements. Qualifications A bachelor's degree from an accredited college in accounting or a closely related field is required. Candidates must have at least four to six years of professional level accounting or financial management experience. At least four years of progressively responsible experience in governmental management and accounting . A master's degree in accounting , Finance, Public Finance Administration, or Economics, or a certificate as a Certified Public Accountant with extensive experience in governmental financial planning and administration is preferred. Any equivalent combination of education and experience which provides the candidate with the knowledge, skills and abilities required to perform the job will be considered. The following benefits are available for this position: You will receive 160 vacation leave hours per calendar year, provided in a lump sum at the beginning of the calendar year and prorated based on your start date. Sick leave shall be paid when due to actual personal illness, bodily injury, pregnancy, or disease, exposure to contagious disease, or to keep a medical or dental appointment. The City offers eleven (11) paid holidays and two (2) personal convenience days per fiscal year. You will be eligible to participate in the City's comprehensive benefits program. This includes medical, dental, vision, and supplemental term life . You will also be able to contribute to a medical and/or dependent care flexible spending account . After six months of employment the City will contribute to a Post Employment Health Plan (PEHP) on your behalf. This money may be used to pay for eligible medical expenses after you leave City employment. The City provides $70,000 of life insurance . A Deferred Compensation Plan is offered to enable you to save additional pre-tax or post-tax (Roth) dollars for retirement. You are eligible for participation in the City's 401(a) Retirement Plan . If you make 6% voluntary contributions, the City will contribute a 6% employer match. You are eligible to receive up to six weeks, or 240 hours, of paid parental leave following the birth of a child/children or starting the placement of a child/children through adoption or foster care. To be eligible for insurance benefits, employees must work at least 30 hours per week. To be eligible for the retirement plan, employees must work at least 20 hours per week. Temporary, seasonal, and unclassified employees are not eligible for benefits.
