Purpose The Finance Director, RWS/ISS is responsible for oversight of the financial operations of the Reception and Welcome Services (RWS) and Integration and Stabilization Services (ISS) Departments, in particular the Reception and Placement, Matching Grant and Preferred Communities programs. Under the direction of the Senior Director for ISS and in close collaboration with the Senior Director for RWS and the CWS Corporate Finance Office, this position is responsible for developing, managing, and maintaining accounting and finance principles, practices, and procedures to ensure accurate and timely financial information and systems for the department. Responsibilities Collaborates closely and communicates with the CWS Finance Office on all financial matters affecting the operations of the RWS and ISS Departments and the R&P, MG and PC Programs in particular. Supervise a Senior Finance Program Officer. Ensures CWS policies, protocols and standards are followed. Ensures compliance with uniform guidance. Work with the program Directors to develop the program annual operating budgets. Develops budgets for existing and newly proposed projects. Prepares budget revisions for all projects. Prepares monthly expense analysis for all active projects. Reviews and analyzes the actual vs budget report on a monthly, quarterly, and annual basis for all active projects. Forecasts program revenue and expenditures monthly. Advises Directors on funding available to determine staff allocations. Coordinates with CWS local offices and Affiliate network finance staff to consolidate financial budgets and reports Perform spot audits and training to Sub grantees/Sub contractorsas needed As needed, prepare and conduct financial portion of site visits and monitoring and evaluation (M&E) of subgrantees. Create monthly spending (and MG match) reports for delivery to network for review/TA in coordination with Program Finance and Program leadership Meets regularly with Network of Affiliate Directors and Local Office Finance Staff for R&P, MG and PC to go over expenditures and actual vs targets Provides guidance to budget holders through training on their responsibilities. Creates formats for financial reporting to aid financial statement users to better understand the contents of the reports for decision-making and strategic planning purposes. Financial budget (or other) template creation/revisions/updates for site, national and other budget related documentation Advises on appropriate management and controls for utilization of credit cards and cash and other funds used in the operation of the RWS and ISS Departments. Reconciles cash and other funds expenses and receivables, in coordination with CWS Finance Office. Provides guidance and support to unit on allowable expenses for program implementation Tracking, vetting, and monitoring Matching Grant program and admin match documentation. Provide training, TA, guidance, templates, etc. to support program and other staff with addressing match issues Provides support as needed for organizational audit and review processes Liaise and coordinate with key finance staff within and external to RWS/ISS Departments (i.e. Children's Services, Program Finance, etc.) Represents RWS/ISS Departments at meetings relevant to the responsibilities of the position. Lead a team to successfully execute strategy and accomplish goals People Performance responsibilities Undertakes other duties as assigned. Qualifications Experience: Minimum of 9 years of related work experience in non-profit accounting/finance with a strong working knowledge of nonprofit accounting/finance. Minimum of 5 years Supervisory experience. Familiarity with OMB Uniform Guidance Skills: Strong management and organizational skills required, including familiarity with financial management systems. Detail oriented. Strong analytical computer skills. Familiarity with government and private funding and contractual requirements preferred. Ability to work in a multi-cultural environment required. Education & Certifications: Bachelor's degree in accounting or Finance or, alternatively, Bachelor's degree with equivalent work experience. Master's degree in business administration or Accounting Preferred Special Requirements Remote, with proximity to airport is required.
