The Climate Leadership and Community Protection Act (Climate Act) has created the most aggressive climate change goals in the nation and requires an ambitious agenda that blends proven catalysts with innovative approaches while operating across a broader energy arena that is rapidly evolving. New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that: Attract the private sector capital investment needed to expand New York's clean energy economy. Overcome barriers to using clean energy at a large-scale in New York. Enable New York's communities and residents to benefit equitably from energy efficiency and renewable energy. Job Overview To capitalize on these enormous investment opportunities, create jobs, and reduce emissions from localizing supply chains, NYSERDA seeks a strategic and experienced individual to develop and implement strategies that expand New York's clean energy economy with a focus on manufacturing and supportive supply chains. This position will be part of a growing team that identifies, prioritizes, and implements new initiatives to expand in-state industries in key clean tech sectors. Initial focus areas include energy storage, electric vehicles, and on-shore wind (offshore wind is already being pursued by NYSERDA's offshore wind team). Other sectors may include clean heating and cooling, building decarbonization, green hydrogen, advanced nuclear power generation, and others. This position will manage current initiatives for programs that support regional planning and site development as well as business attraction and marketing. This role will work extensively with Empire State Development along with local and regional economic development partners across the state. Approximately 25% of time will be required for travel throughout New York State, a majority of which will be outside of the NYC metro region. Periodic out-of-state travel will also be required. Primary Responsibilities Program Implementation: Design, inform and execute new approaches and mechanisms that help existing NYS firms successfully expand into cleantech sectors and attract new firms to NYS. These mechanisms may augment existing economic development initiatives (including through Empire State Development, Industrial Development Agencies, and New York Power Authority), leverage federal support where appropriate, and could include new targeted grants, mechanisms within existing clean energy initiatives that encourage NYS content, and other approaches. Business Attraction: Design and manage marketing and business development campaigns intended to position New York State as a place to locate and grow clean tech supply chain projects. Specific responsibilities will include: Conduct corporate outreach and promote NYS and NYSERDA to large employers and key industry association and professional groups. Identify, analyze, and manage company expansion and attraction projects working in conjunction with state and local partners Develop and manage pipeline and relationship tracking tools Ensure the development and updating of marketing collateral, materials, and campaign initiatives Attend and speak at strategic events Strategically market New York State and its assets (including NYSERDA's Saratoga Technology + Energy Park: "STEP") Partnerships: Develop and maintain key relationships, position the authority as both a strategic partner, subject matter expert, and thought leader with a variety of stakeholders while staying current on industry and community needs, including with: Empire State Development, Industrial Development Agencies, NYPA, and electric utility companies Local governments, economic development and community revitalization groups, and regional economic development councils Clean energy project developers and clean energy solution manufacturers, distributors, and suppliers Clean energy industry clusters including in energy storage, transportation The Business Council of New York State and the Manufacturers Alliance of NYS Other Areas: Conduct/support analyses of clean energy policies and offerings in competitor states Work collaboratively with NYSERDA teams to leverage market development and economic development opportunities Manage consultants and technical contractors including writing statements of work, issuing contracts, and managing project milestones and budgets Lead and participate in project teams consisting of NYSERDA staff and others in government and the private sector and work to expedite projects and initiatives Stay abreast of clean energy market developments and federal programs (Inflation Reduction Act, Infrastructure Bill, etc.) and inform NYSERDA program development teams of key industry trends, industry insights, and regional or local needs Perform other responsibilities as assigned Ability to perform all managerial and supervisory responsibilities with demonstrated experience fostering respect, diversity, equity and inclusion across the workforce. Minimum Qualifications 5 years of experience in business development, economic development, project development, marketing, or a related field. Strong team member with a demonstrated problem-solving ability and action bias, resourcefulness, adaptability, and an instinct for generating value and pragmatic solutions Demonstrated ability to develop and foster strong partnerships with stakeholders in business and industry Skill in managing multiple, diverse projects or activities simultaneously, delivering on commitments and operating with speed, accuracy, and strong judgement Bachelor's degree in business, marketing, public policy, or related degree Economic Development Manager (Salary range: $76,051 - $127,474): Requires a Bachelor's degree with 5 years of experience in business development, economic development, project development, marketing, or a related field. Sr Economic Development Manager (Salary range $111,925 - $141,439): Requires a Bachelor's degree with 7 years of experience in business development, economic development, project development, marketing, or a related field. Preferred Qualifications Economic Development Manager: Masters degree in a related field with 4 years of relevant experience Sr Economic Development Manager: Masters degree in a related field with 6 years of relevant experience Demonstrated track record in clean energy and economic development Knowledge of NYS communities, clean energy solutions, and/or supply chain development Experience with innovative economic development solutions including a track record implementing projects, creating jobs, informing workforce development needs, and providing economic opportunities within disadvantaged communities Please submit two files, one for your cover letter and another for a resume.
