Systems Engineering Process (SEP) Auditor NSWCPD Code 00Q Philadelphia, PA Responsibilities: Position is for the Systems Engineering Process (SEP) Auditor, NSWCPD Code 00Q support, to be part of team supporting Quality Assurance and Technical Administration Support services. This support will include supporting: Quality Management System Program, Systems Engineering Process (SEP) Quality Assurance Program, Shipboard Work Quality Assurance Program, Command Level I Material Program, SUBSAFE Program Office, Special Programs/Test Site Quality Assurance, and Naval Foundry Propeller Center (NFPC). The primary support will be to the NSWCPD Quality Management Office C/00Q Quality Management System (QMS). The QMS is focused on consistently meeting customer requirements and enhancing customer satisfaction, ensuring that functional areas are compliant with Navy standards and the NSWCPD QMS. The QMS Division ensures that the performance and quality of services conform to established internal and external standards and guidelines. NSWCPD C/00Q is responsible for providing quality planning, quality control, quality assurance and quality improvement, and the oversight of functional areas to ensure continuous process improvements are implemented. The QMS team facilitates and participates in Critiques and trouble reports, conducts audits, surveillances and self-assessments, inputs, tracks and evaluates command quality commitments, maintains Quality Management System (QMS) and website repositories. The SEP Auditor will be part of the support team to ensure, enact, and validate project execution in accordance with Department of Navy requirements and within time constraints. The SEP Auditor will adhere to the NSWCPD QMS methods and policies, specifically supporting the following: - reduce reliance on paper documentation. Tasking shall include document scanning and development of tracking and management infrastructure to support these efforts. SEP Quality Assurance (QA) Team Share Drive utilization will be arranged. - provide support for all NSWCPD SEP, Process Descriptions, Checklists and Templates. Support entails, but is not limited to, team discussions on any inconsistencies, interpretations, clarity for compliance by project teams, and updates as required. Support also includes inputs and interactions related to tailoring requests, and Process Improvement Reports (PIRs). - assist with conducting, preparing, and researching for SEP QA Audits, Surveillances, Self-Assessments in accordance with NSWCPD Systems Engineering Plan (SEP) Quality Assurance Plan (QAP) - QMP 10.0. - assist with SEP Program Fiscal Year (FY) Audits as directed by the government. - prepare FY Quarterly Audit Reports (Surveillance type audits). - assist with researching, preparing, and conducting SEP Program Milestone Audits as required by the SEP QA Group. - prepare Milestone Audit Reports in accordance with Templates and SEP QA Team conventions. - provide e-mail summaries with recommendations for Milestone Audits Completed at the conclusion of the Audit. - attend, and participate in, Program Review Meetings as required by the government, and report any "SEP-related concerns noted" to the government. - attend SEP QA Group Team meetings. - record all audits upon audit completion - in the Team shared database. - support Data Calls as required in the allotted time provided. - use Microsoft Office Suite to create metrics in order to support the government. - enter audit deficiencies into the SEP QA Deficiency Database and update the status quarterly. The SEP QA Head defines the order for Auditor inputs/updates. - field questions from the SEP community, and provide guidance to properly satisfy SEP best practices. - provide status of any outstanding work items, as required. - analyze QA deficiency data and prepare/assist in the development of Quarterly QA metrics reports. - collaborate with the SEP community to resolve any program issues, questions, and/or concerns. - communicate any needed escalation of an issue of non-compliance through the SEP QA Head. - manage access to Project Team share drives, files, and folders. Requirements: Must be a US Citizen with a Secret Security Clearance Bachelor's Degree in Computer Science, Technology, or Engineering from an Accredited College or University. Target Experience: Four (4) years of experience in objectively evaluating processes and work products against applicable processes; demonstrate the ability to identify and document non-compliance issues; provide feedback on the results of quality assurance activities and ensures non-compliance issues are addressed. The Contractor shall also have experience performing quality assurance audits and/or surveillances of work products for systems development in support of end-user requirements, including reporting findings and recommendations to ensure compliance with established procedural standards. Surveillance experience assisting the engineering community in identifying potential deficiencies and non-compliances for the systems development life-cycle level at the time of the surveillance. The contractor is expected to possess the following skills and perform the following duties: Knowledge of Systems Engineering Practices & Processes; Such as: Systems Development Lifecycles (Project Planning/Management, Requirements, Design, Coding, Testing, Peer Reviews, Traceability, Verification & Validation, Defects management). Effective communicator (oral and written). Ability to work independently and effectively with others. Experience with Adobe, and Microsoft Office Suite programs.
