Tectonic is actively seeking full-time Project Engineers / Assistant Resident Engineers to work on a variety of upcoming MTA Transit projects (NYC Transit, Metro North Railroad, Long Island Rail Road, Staten Island Railway, Bus, etc.), as well as for upcoming NJ Transit and Amtrak projects! ESSENTIAL FUNCTIONS Assists with providing professional engineering and construction oversight services on multiple rail transit design-build and/or construction projects; Acting as Client's representative in the field with contractors, vendors, utilities, owner labor-forces, and other external parties on projects involving rail transit systems, including rail infrastructure elements such as: stations, facilities, shops, yards, signal systems, communication systems, power systems, bridges and viaducts, tunnels, track systems, drainage, structural elements, fare payment systems, vertical transportation systems, security systems, and associated work; Assists the Resident Engineer (RE) and/or Project Manager (PM) in supervising, coordinating, and tracking all field site activities and provides technical advice on construction and design; recommends and executes corrective actions to resolve issues; Assists RE / PM in responding to requests for information from contractors by interpreting plans and specifications by utilizing advanced knowledge of engineering and experience; Regularly reviews engineering design, plans, shop drawings, product data, other construction-phase submittals / deliverables, and reviews and recommends approval to RE / PM of same; Reviews contractor payment applications and recommends approval or rejection to PM / RE; Assists PM/RE with reviewing validity of contractor-submitted change orders; Assists with leading on-site engineers and inspectors to effectively observe work in progress in accordance with project requirements and to ensure that project records are properly maintained; Reviews and validates daily inspection reports; Ensure high-levels of safety and quality are being maintained by the contractor, implements and follows Company / owner / project-specific safety and quality protocols, and participates in safety and quality meetings & audits as necessitated by the project requirements; Monitors the progress of the project in accordance with contract cost and schedule, including project timelines and specifications, and attends / assists in administering progress meetings as required; Ensures all project documentation is completed and submitted as required, and completes necessary project close-out processes; Coordinates contractor access and protection requests including track outages / GOs, foul time, property access requests, flag protection, and force-account labor (i.e., track, signal, power, and other owner-employed disciplinary labor groups); All other related duties as assigned. QUALIFICATIONS A minimum of 4 years of progressive experience working on rail transit projects with rail transit systems such as New York City Transit (subways), Long Island Rail Road, Metro North Railroad, Amtrak, New Jersey Transit (passenger and light rail systems), PATH, PATCO, or PANYNJ AirTrain systems; experience working on freight rail systems will also be considered for select rail systems projects; Bachelor Degree in Engineering, Construction Management, or Architecture is required; Valid PE License highly preferred; Valid RA License, or CCM Certification, preferred; Ability to understand and interpret written specifications, plans, and construction documents for work orders and build documents; Ability to effectively and tactfully communicate with clients, supervisors, and inspectors regarding project status and issues, drawings, specifications and qualification test results; Detail-oriented, with capability to detect non-conformities and complete detailed reports in a timely manner; Experience interpreting and supervising the execution of various rail and construction industry standards & requirements (national and owner-based); Must be willing to work nights and weekends as needed; Valid, clean driver's license and personal vehicle to travel to job sites is preferred. PHYSICAL REQUIREMENTS While performing the essential functions of this position, the employee is frequently required to assume a stationary position, handle, inspect, and/or feel documents, materials and/or equipment relevant to the job and communicate about same. The employee is also regularly required to move around on project sites and within buildings and other structures, including ascending or descending the landscape or on a ladder, and positioning themselves appropriately to access necessary testing materials and equipment, frequently for prolonged periods of time. For rail transit projects, the job-site will often consist of hazards associated with an operating rail transit system, including but not limited to: trains traveling at high rates of speed adjacent to the work area, electrified third rail or catenary wire, stone ballast walking surfaces, track systems including running rail, concrete or creosote-soaked timber ties, and uneven ballast surfaces. The employee must regularly lift and/or move up to 30 lbs, and sometimes lift and/or move up to 55 lbs. The employee is constantly working in outdoor weather conditions, including exposure to extreme heat, extreme cold, and precipitation. The employee will also communicate with colleagues, supervisors and clients utilizing Corporate and client e-mail and telephone systems. Employees may also be required to undergo substance abuse testing in accordance with project requirements, US DOT Regulations, and/or Company policy. The employee may occasionally be required to operate a computer, as well as other related office machinery, such as calculators, printers, and copy machines. This position also may require the regular operation of a motor-vehicle, which may require remaining stationary for extended periods of time. The offered pay may be outside of the provided salary range based upon the selected candidate's work location, experience, education, certifications, and capabilities compared to the advertised position.
