Under general supervision of a Patrol Sergeant the Community Services Specialist (CSS) responds to non-hazardous, non-emergent, low-level property crimes, such as vandalism, petty theft, burglary and auto burglary; calls related to non-emergency circumstances or general assistance and non-hazardous, non-injury traffic accidents. Prepare written and electronic reports, including traffic accident reports/diagrams and property crime reports. Work closely with the public and University units to identify and solve community problems. Make presentations to community members and groups. Patrol a specified area on foot, bicycle, or in a CSS patrol vehicle. Under direct supervision of a sworn officer, may assist with interviewing witnesses to certain crimes as determined by the patrol sergeant. Execute assigned duties pursuant to University and Department policy and procedures. The Community Service Specialist (CSS) classification is a key component of UCDPD's holistic, tiered approach to providing service and safeguarding the community. Possess and maintain a valid Class "C" California driver's license. High school graduate of a U.S. high school or possess a GED. Must attend and pass a CSO academy within twelve months of being hired. Skills to communicate both orally and in written form; understand and carry out oral and written instructions. Ability to write clearly, accurately, concisely, legibly, and with correct English grammatical construction and spelling. Customer service and communication skills to interact with individuals of varying cultural backgrounds, experiences, and perspectives. Ability to stay calm and exercise good judgment in potentially stressful situations. Technical Skills - Experienced with computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel. Ability to operate a police radio. Ability to observe, assimilate, remember, record, and recall pertinent facts and details. Work independently with little supervision and exercise initiative and sound judgment in harmony and coordination with the larger UCDPD team and follow through on assignments with minimal direction. Have or ability to learn law enforcement theory, terminology, principles, practices, department rules and applicable laws/ordinances and their application to a wide variety of services and programs. Preferred Qualifications Current or recent University of California affiliation as a student or staff member. Experience or other qualifications that demonstrate decision making skills, interpersonal communication methods and techniques, de-escalation, and conflict resolution skills. Ability to acquire the necessary skills to take fingerprints and photographs. Ability to follow written and oral instructions and implement proper procedures as required by law and department policy. Skills to provide clear and concise information to public and staff when giving directions, explaining policies and procedures and persuading others to comply with requests. Ability to learn the campus geography, Ability to understand and interpret complex police policies, procedures and personnel guidelines. Ability to analyze situations and take appropriate action based on training and documented procedures. Key Responsibilities 80% - PATROL DUTIES AND RESPONSIBILITIES 15% - OUTREACH, EDUCATION, AND CRIME PREVENTION 5% - REPORT WRITING AND DOCUMENTATION Department Overview The CSS is part of the UCOP Police Reform task force recommendation - to have a tiered, holistic response to calls for service. This is a fundamental shift to have a CSS respond to calls for service that traditionally a police officer responds to - except emergencies, acts of violence (weapon), active crime scenes or known suspect.
