Salary: $88,230.00 - $113,847.00 Annually Location : Greenwich, CT Job Type: Full Time Job Number: Department: PUBLIC WORKS DEPARTMENT Division: Public Works Engineering Opening Date: 06/20/2024 Closing Date: 11/1/2024 4:00 PM Eastern General Statement of Duties Performs professional civil engineering work involving the application of advanced engineering practices in the performance of the design of Department of Public Works (DPW) facilities, field collection of civil engineering data, and investigations, analysis and preparation of reports with solutions to engineering problems. Supervises engineering staff and assists with the technical review and management of consultants' services. Reports to the Deputy Commissioner of Public Works or their designee. Qualifications Education and Experience : Civil Engineer I Bachelor's degree in Civil Engineering from an accredited college or university plus up to one (1) year of engineering experience, including internships. Public sector experience preferred. Civil Engineer II Proof of a passing score on the Fundamentals of Engineering Exam At least two (2) years engineering experience since the completion of a bachelor's degree. (Internal candidates) Successful completion of the probationary period for Civil Engineer I. Civil Engineer III Eighteen (18) months successful work as a Civil Engineer II (or equivalent position)and must have obtained a Professional Engineering License for the State of Connecticut or for another state that would permit reciprocity with Connecticut. Qualifications : Demonstrated knowledge of the principles and practices of modern civil engineering, particularly as applicable to municipal public works (e.g. roadways, sidewalks, storm drains, etc.). Proven knowledge of land development practices (e.g. site grading, drainage layout, traffic impacts, parking layout etc.). Demonstrated knowledge of GIS related software, hydrology and hydraulic design and analysis software, and of the latest computer aided design (CAD) software. Demonstrated knowledge of federal, state, and local environmental laws and regulations pertaining to construction activities, storm water management, land use, and health and safety. Demonstrated skill in designing DPW projects in accordance with accepted professional standards and Town requirements. Proven skill in effective oral and written communication and public presentations. Proven ability to work cooperatively to improve operations and provide quality customer service. Physical ability to safely negotiate construction sites in variable weather conditions. Ability to operate a motor vehicle in the State of Connecticut. Examination: 100% Training & Experience Assessment The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. Job Description Department: Public Works Division: Engineering Union: LIUNA Grade: Level I L-E Level II L-D Level III L-C FLSA Status: Exempt Job Codes: (I) 3152, (II) 3829, (III) 3828 Last Amended: March 2023 Duties and Responsibilities : Designs and prepares contract plans, specifications, and cost estimates for construction of capital improvement projects and general technical civil engineering projects and related work (ex. roadways, sidewalks, storm sewers, traffic engineering, etc.). Inspects construction of DPW projects for compliance with engineering aspects of subdivision regulations, Town construction standards, and modern civil engineering practices. Prepares and reviews project payment requests. Reviews subdivision plans, site development plans, private development affecting public properties, and technical reports for compliance with the Town's Drainage Manual and Engineering Standards. Identifies corrective actions and confers with developers and consultants on plan changes. Reviews inspection reports for Town bridges and makes recommendations for maintenance and replacements. Supervises and performs field surveys as necessary to secure field data. Carries out traffic planning and engineering work including assisting with traffic surveys and studies. Coordinates traffic planning research and the tracking of current industry trends. Coordinates project budgets, payments and assists with annual capital and operating budgets preparation. Coordinates the technical review and management of consultants' work and services. Independently investigates and reports on residents' requests and inquiries to DPW. Supports DPW's interactions with various community committees (e.g. neighborhood associations). Performs related work as assigned. Supports Town policies and philosophies.
