Subcontracts Program Manager

We're looking for innovators and forward-thinkers to help us do great things. Leidos is seeking a qualified Subcontracts Program Manager candidate to join our Defense Enclave Services team.  Leidos is partnered with Defense Information Systems Agency (DISA) to deliver a single digital enterprise that establishes a modern infrastructure foundation and unified architecture needed to deliver cohesive combat support capabilities to the warfighter.  In this role, you will collaborate closely with leaders across DES program, including division management, hiring managers and talent acquisition to drive mission success. A key responsibility of this role is to manage all subcontracting activities, ensuring alignment with program objectives and compliance with federal contracting regulations. You will interface directly with Internal Customers and subcontractors to manage high-value, complex subcontracts throughout their lifecycle. We offer competitive compensation, retirement and paid leave packages, health and wellness programs, career development trainings and certifications, income protection, employee stock purchase plans, and family benefits. REMOTE:  Position offers 100% telework capability with very infrequent Leidos paid travel as needed. Clearance Requirement:  Must possess an active DoD Secret or above clearance to be considered for this role.  (US Citizenship required). Program Link:  /des  Primary Responsibilities:Responsible for all financial, technical, administrative, contractual, and personnel recruitment and sustainment aspects of the subcontractEvaluates supplier proposal responsesNegotiates NDA's and Teaming AgreementsActs as the primary focal point for the subcontractor; briefs the program/project manager and Leidos management on the subcontractor status and issues affecting performance, cost, or scheduleEnsure compliance with all contractual requirements, company policies, and acquisition regulations through ongoing audits and oversightManaging internal stakeholders to ensure alignment to the subcontract and compliance requirements or contractual interpretational matters as agreed with the subcontractor.Coordinate resolution of scope and schedule disputes subcontractors and prime contractorIdentify, assess, and resolve complex business problems/issue/risks and facilitate issue resolution and risk mitigationConducts subcontractor program reviews or holds periodic status meetings that address performance milestones set forth in the subcontract and the progress in achieving those milestonesEnsure that all work on this subcontract complies with the subcontract terms and conditions Basic Qualifications:Bachelor's degree and 8+ years or prior relevant experience in subcontracts management, or master's with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects. Additional years of relevant experience will be considered in lieu of a degreeMust possess active DoD Secret or above clearance to be considered for role. U.S. citizenship requiredStrong background in subcontract management, including negotiation, administration, and performance managementProject Management experience on large scale operations and maintenance contracts with a total contract value of at least $50M.Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plansExperience effectively communicating at senior levels within a customer organizationAbility to collaborate with technical staff and customers in forming strategies to improve performance, reliability, and cost effectiveness systemsSolid understanding of subcontract lifecycle from proposal to closeout and the ability to resolve complex issues in a timely manner  Preferred Qualifications:Experience managing programs or projects for Department of DefenseExpertise in federal subcontracting practices, including FAR and DFARS, with demonstrated negation skillsCurrently possess Project Management Professional (PMP) certification DISADESExternal Referral EligibleOriginal Posting Date:2025-02-18While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.Pay Range:Pay Range $126,100.00 - $227,950.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
