The Program Manager is responsible for leading the planning, implementation, and evaluation of CORE's climate resilience and disaster preparedness programming. The Program Manager will work with CORE senior management to refine the strategy and implement grant objectives. The Program Manager will develop and monitor program budget, supervise staff and CERC (CA Emergency Response Corp/Americorp) Fellows and deliver program reports to CORE senior management, funders, and other entities.Responsibilities:Manage multiple grant programs and collaborate with various organizational departments and community based partnersManage program fiscal budgets in conjunction with leadership and ensure financial complianceMaintain compliance with grant guidelines, local, state, and federal laws, and organizational policiesIdentify growth opportunities and create strategic plans to achieve program objectivesFoster collaborative relationships with internal staff and external agenciesCollect, organize, and evaluate data for program performance assessmentImplement and evaluate data collection, management, and quality control proceduresAnalyze data trends and present findings and recommendations to senior leadershipAssist in identification, research, and development of grant opportunities to expand departmental portfolio Represent the organization at selected community eventsBe prepared to deploy as needed to assist with emergency operations across California, contributing to on-the-ground efforts in disaster response and recovery.Scope and Travel:Reports to CA Climate Resilience Area ManagerSupports the oversight of department staff and AmeriCorps FellowsWill need to drive locally and throughout LA CountyMay need to travel to support U.S. disaster response per the discretion of California Program's senior leadership Will travel across the State of California to meet with sub-grantees, current and potential partners, and fundersQualifications:Bachelors degree in emergency management, public administration, or a related field (graduate level studies or degree preferred)Knowledge of disaster and climate hazard risks specific to the state of CaliforniaRelevant certifications such as CPR, CERT (Community Emergency Response Team), (CEM) Certified Emergency Manager or (PMP) Project Management Professional (PMP) are preferredMinimum 3-4 years in the field of environmental sciences, climate action/resilience, sustainability or community outreach and climate engagement/programsMinimum 2 years managing programs with direct supervisory experienceProficiency in a second "threshold" language such as Spanish, Chinese (Mandarin and/or Cantonese) or Tagalog to communicate effectively with diverse communities across CaliforniaExperience:Minimum of 3 years experience in program management within the nonprofit or public sector.Proven experience in strategic planning and budget design and management.Familiarity with grant management and compliance with local, state, and federal funding regulations.Excellent collaboration skills, with experience in building and maintaining relationships with a wide range of stakeholders.Strong data management and analysis skills.Strong communication and public speaking skillsKnowledge of LA County/City public and or CA Community Based Organizations and local government, including Emergency Management Departments, Public Works, Conservation and Parkland DistrictsSkills and Competencies:Ability to work independently and as part of a teamStrong project management, leadership, and organizational skillsHigh level skills in MS Excel isa mustProficient in other MS Office suite programsExcellent written and verbal communication skillsKnowledge in Esri GiS Suite a plusWork proactively with little supervisionFlexible and adaptive to a frequently changing environmentClose attention to detail and a high level of accuracyBilingual in English and another language is a plus
