Instrumentation and Controls (I&C) Senior Design EngineerJob DescriptionThe purpose of this position is to provide the essential administrative processes, technicalknowledge and leadership as described below. This position has oversight of a specific area andacts as a representative of the engineering discipline ensuring technical accuracy in projectexecution in all phases. This is a lead position on assigned projects performing engineeringassignments of advanced complexity.ï‚· Under general supervision of the Discipline Lead Engineer, serve as an Area Lead providingguidance/supervision to other engineers and designersï‚· Analyze and make independent recommendations regarding technical solutions to problemsof advanced complexity in accordance with project requirementsï‚· Develop and review specifications and design criteriaï‚· Perform and check engineering analyses and calculations; specify materials, equipment andsystems; and solve technical problems of advanced complexityï‚· Coordinate technical issues with other disciplines, project management, vendors and clientsï‚· Execute work in compliance with Project Quality Plan and proceduresï‚· Execute work in accordance with the approved project scope, cost and schedule baselinesï‚· Develop and review estimates, schedules and progress reports including effort-hourestimating and staff forecastingï‚· Establish, control and report on material key quantities; provide analysis and forecastsï‚· Provide technical support to activities associated with equipment and material procurementand subcontracting including scopes of work, technical bid evaluations and review of vendorsubmittalsï‚· Provide technical support to activities associated with construction administration includingresponse to construction requests-for-information and field changesï‚· Other duties as assignedBasic Job Requirementsï‚· U.S. Citizenship requiredï‚· Bachelor of Science degree in Control Systems Engineering, Electrical Engineering,Chemical Engineering or related engineering field and minimum ten (10) years of work-relatedexperienceï‚· Working knowledge of applicable federal (including Department of Energy orders), state,and local codes and standardsï‚· Ability to communicate effectively with audiences that include but are not limited to projectmanagement, coworkers, clients, vendors, and subcontractorsï‚· Job related technical knowledge necessary to complete the jobï‚· Advanced knowledge of discipline codes and standardsï‚· Ability to perform work in compliance with applicable local, state, and federal codes, statutesand guidelinesï‚· Ability to attend to detail and work in a time-conscious and time-effective mannerï‚· Intermediate computer and software skills to include proficiency in the use of wordprocessing, e-mail, spreadsheet and electronic presentation programsï‚· Significant experience providing engineering, procurement and construction (EPC) serviceson large industrial projectsï‚· Proficiency executing large EPC projects utilizing engineering analysis, 3D modeling and 2Dcomputer-aided drafting and design (CADD) automation tools in a multi-discipline environmentDiscipline Specific Job Requirementsï‚· Perform a broad range of I&C design activities, including design definition, control systemsarchitecture and development, digital systems, PLC, DCS, network configuration, logicdevelopment, network switches, process controls, P&ID development support and review,HMI, communication protocols, routing, and layout, SIL, and procurement activitiesï‚· Prepare and modify instrument and control systems design documents (e.g., instrumentdatasheets, Input/Output wiring diagrams, schematics, panel layouts, logic diagrams, cableschedules, and instrument installation details)ï‚· Perform, check and audit control systems sizing calculations for control valves, relief valves,flow elements, thermowells and other instrumentationï‚· Create instrument index and datasheets, generate reports, and monitor design wiring and loopdevelopment activities in Intergraph SmartPlant Instrumentation databaseï‚· Develop complex control systems narrative specificationsï‚· Prepare complex Instrument design and installation requirementsï‚· Develop complex control systems logic diagrams and/or cause and effect diagramsï‚· Represent control systems in model reviewsï‚· Closely monitor 3D modeling prepared by the design group using review softwareï‚· Develop complex specifications for Distributed Control Systems (DCS), ProgrammableLogicï‚· Controller (PLC) and Safety Instrumented Systems (SIS) hardware and software applicationsï‚· Monitor DCS/PLC/SIS design developed by the design groupPreferred Qualificationsï‚· Professional Engineer licenseï‚· Experience with design of systems, structures and components for nuclear facilities under therequirements of ASME NQA-1ï‚· Advanced knowledge of commercial availability and cost of materialsï‚· Demonstrated experience managing and leading large projectsï‚· Proficiency with project set-up, development of control-level schedules, progress reportingand project close-outï‚· Practical field experienceEPC project experience for the following industries:ï€ U.S Department of Energy or other U.S. Federal Government Agencyï€ Nuclear facilities under a nuclear quality assurance programï€ Manufacturing, pharmaceutical or biotechnologyï‚· Proficiency with Bentley MicroStationï‚· Proficiency with Autodesk AutoCADï‚· Proficiency with Intergraph SmartPlant Instrumentation (SPI)Advanced knowledge of:ï€ Specifying instrumentationï€ Control systems procurement activitiesï€ P&ID representation; can recognize/report problems associated with control systemsrepresentation on P&IDï€ Developing control strategies and represent on P&IDï€ Loading information such as I/O assignment, I/O type, alarms and setpoints, into andextract information from Intergraph SmartPlant Instrumentation databaseï‚· Knowledge and experience developing safety requirement specifications for SafetyInstrumented Systemsï‚· Practical experience in layer of protection analysis (LOPA) and Hazard and Operability(HAZOP) reviews and safety integrity level (SIL ) assignmentï‚· Experience in SIL verification calculationsï‚· Experience in commissioning and startup of Distributed Control Systems (DCS),Programmableï‚· Logic Controller (PLC) and Safety Instrumented Systems (SIS)
