Our client, a Medical Center facility under the aegis of a California Public Ivy university and one of largest health delivery systems in California, seeks an accomplished Contract Grant Management Specialist.___________________________________________NOTE- THIS IS 100% REMOTE ROLE & ONLY W2 CANDIDATES/NO C2C/1099*** Candidate must be authorized to work in USA without requiring sponsorship ***Position Title - Contract Grant Management Specialist (Job ID - 2811864)Location: San Francisco CA 94104 (100% Remote acceptable)Duration: 4 months Strong Possibility of Extension____________________________________________________Involves providing analytical, financial and training activities in support of contract and grant proposal development, grant-writing, funding, administration, and budget development. Activities may include pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private sponsors. Involves activities associated with analyzing research funding trends and sources, forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and / or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance and program success; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award / subcontract issuance and administration.Prepares and negotiates terms and conditions of complex business contracts. Drafts and negotiates training affiliations agreements, clinical professional services agreements, medical director services agreements, core lab service agreements, and sales and service agreements, and customizes contracts where no applicable template exists. Consults with faculty, departments and internal stakeholders and offer solutions to contracting issues.Provides guidance, counsel, coaching and mentoring on wide variety of highly complex contractual matters to senior departmental administrators and less experienced department staff; offers solutions and recommendations regarding contracting issues.Maintains appropriate approvals from applicable compliance committees or units. Utilizes internal systems for compliance with office policy & procedures. The systems include a variety of databases CACTAS (Centralized Agreement Contract and Approval System), PSA/Affiliation Application, and any other systems identified to secure compliance documentation and approval.Updates contract agreement records with requisite communications, status changes, and file versions. Runs both the unit level and the personal reports to facilitate independent workload management.The institutional representative is defined as an individual, appointed by UCSF, who is authorized to act on behalf of the organization and to assume the obligations imposed by Federal, State and local laws, regulations, requirements, conditions as well as UCSF policies that apply to the contracting principles.Develops and maintains professional relationships with internal and external partners. Delivers specialized training and / or develops content for education workshops in the area of business contracting.Obtains increasing mastery and skill level, as related to this role and to industry standards, in order to be granted institutional signature authority for contracts with greater annual direct costs. Attends and actively participates in ongoing educational and collaborative sessions. Participates in conference presentations, as opportunities arise and as expertise allows.Works on special projects as assigned by the Director - Contract/Awards and Principal Business Contracts Supervisor. Projects may include taking on the lead on difficult agreement or becoming a Subject Matter Expert on an area needed to support the team. These projects may also be identified to provide individual growth development for preparation of future opportunities.Position Requirements:Bachelors degree in related area and / or equivalent experience / trainingAbility to demonstrate requisite knowledge of contracts and agreements to be assigned signature authority on behalf of Regents upon demonstration of proficiency to the satisfaction of the Principal Contracts Specialist Supervisor and Director and Assistant Director - Contracts/Awards. Criteria includes ability to apply contract law and legal terms, as well as University of California policy to a variety of contract types, timely negotiation of agreements, development of effective working relationships with a variety of stakeholders and demonstrated ability to protect the University's interests.Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.Demonstrated leadership and resource management skills: ability to coach, mentor, develop others; provide feedback and distribute work.Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.Skill in analyzing information and objectives to define problems, identify relevant issues or concerns, formulating alternatives to affect resolution and selecting alternative problem resolutions having evaluated all implications for implementation of a given solution.Demonstrated experience negotiating contracts and the ability to demonstrate requisite knowledge of contracts to be assigned additional signature authority.Ability to use a variety of database applications and word processing and Microsoft Office software.Ability to manage high volume and complex transactions.Demonstrated knowledge of policy distinctions between contract mechanisms and have the ability to interpret the varying objectives and needs of internal and external stakeholders in order to advise on the appropriate mechanism for this support.Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.General knowledge of University policies relating to academic personnel, the appropriate use of University facilities, sales and service activities, research regulatory compliance requirement, stewardship responsibilities, use of animal and human subjects, intellectual property, appropriate overhead rates, publication rights, etc.Extensive Knowledge of Contracting policies.Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.Ability to be a team player.
