Program Analyst - Senior (Anti-Submarine Warfare) (15.21)OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.Responsibilities and DutiesOCT is looking for a Senior Program Analyst (Anti-Submarine Warfare) to support the OPNAV N98 Maritime and Carrier branches within OPNAV N98 and will interact with external entities to gather information that is of concern to OPNAV N98 portfolios. This position is contingent on contract award.Day to day responsibilities include, but are not limited to:Provide requirements knowledge, administrative support, financial management expertise and other relevant support and analysis during the Planning Programming Budgeting Execution (PPBE) process.Provide support of analyses and evaluation of ASW sensors, weapons, TacMobile plans and requirements logistical and engineering technical aviation support, Military Construction requirements, Non-Nuclear Ordinance Requirements (NNOR), and Non-Combat Expenditure Allowance Requirements and Procedures for OPNAV N980M.Conduct detailed review, analysis and evaluation of various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, operational requirements, etc., to assess and determine the impact on Navy missions.Assist in the development of core program documentation including Concept of Operations, Joint Capabilities Integration and Development System (JCIDS) Documents, force structure, and Key Performance Parameter (KPP) documentation, Test and Evaluation Master Plans (TEMP), Capabilities Based Assessments (CBA), Initial Capabilities Documents (ICD), and Analysis of Alternatives (AoA).Analyze Maritime Patrol and Reconnaissance Aircraft (MPRA) Program issues and potential courses of action.Qualifications and Skills:Minimum of 15 years of experience with USN Maritime platform operations, and the NAVAIR acquisition process and/or requirements development on the OPNAV staff.Strong knowledge and understanding of the PPBE process, demonstrated by having one of the following:OPNAV or equivalent PPBE training certificateActual working experience within the PPBE process within the last 2 yearsActual working experience with Program Objective Memorandum (POM) development, issue generation, or Program Reviews, at Echelon II or higher within the last 2 yearsKnowledge and understanding of the JCIDS process, demonstrated by having one of the following:DAU CLR101 and RQM110 JCIDS training certificatesActual work experience with the development of JCIDS documentation within the last 2 yearsKnowledge and understanding of the Program Budget Information System (PBIS), demonstrated by having one of the following:Financial Management and Budget (FMB), OPNAV or equivalent PBIS training certificateActual work experience with PBIS within the last 2 yearsWork experience with the development of high-level briefs, instructions and policy memos.Must be a US Citizen.Must posses an active and current DoD Secret Clearance (or higher).BenefitsOCT offers competitive compensation packages and a full suite of benefits which includes:Medical, Dental, and Vision insuranceRetirement savings 401K plan provided by an industry leading provider with 3% employer contributions of the employee's gross salaryPaid Time Off and Standard Government HolidaysLife Insurance, Short- and Long-Term disability benefitsTraining BenefitsSalary Range: $150,000 - 200,000 yearly commensurate with experience, education, etc. About OCT ConsultingOCT Consulting LLC is a certified SBA 8(a), minority-owned, small, disadvantaged business providing professional services and information technology solutions to the Federal government and commercial clients.
