Project Summary:The New York City School Construction Authority (SCA) is responsible for ensuring that New York City Department of Education (DoE) facilities provide a safe and functional educational environment for the city's public school students. The SCA requires a comprehensive Building Condition Assessment Survey (BCAS) of DoE assets (approximately 130 million square feet of space housed in over 1,500 facilities) to meet state-mandated reporting requirements and to support the DoE's capital planning efforts. Since 1997, WSP (then PB/A&W joint venture), has been providing inspection services and related support for the BCAS project. This six-time awarded follow-on project involves the performance of detailed visual inspections of each facility, identification of deficiencies, estimation of costs and assessment of infrastructure issues. The current BCAS task is an annual survey and contributes over $11 billion in deficiencies to the SCA's Capital Program.
