Senior Information Technology Project Manager

Scope of WorkRequired consultant experience provided by Contractor, shall include:PMP Certification from PMI (include Certificate #)Experience managing IT projects over the last 5 yearsSuccessfully managed the delivery of web application projects over the last 5 yearsManaged large-scale vendor-based system implementations.Preferred Experience:Knowledge of / Experience with implementation of cloud-based electronic file and pay systemsExperience with managing development of a customer-facing application projectKnowledge of / Experience with RSI's Government Premier SaaS tax solutionKnowledge of / Experience in change management process and procedures (internal staff through external customer base). This would include enterprise and public communication / training planning and management.Experience integrating waterfall and agile project management methodologies.Knowledge of project management software tools, methodologies, and best practicesKnowledge of the Florida Information Technology Project Management and Oversight Standards - Rules 60GG-1.001 through 60GG-1.009, F.A.C.Knowledge of ISO / IEC 20000 Information Technology Service ManagementKnowledge of MS Office Suite, MS-ProjectKnowledge of Microfocus PPMKnowledge of Microsoft Azure DevOps (ADO)Knowledge of JIRAKnowledge/Skills/AbilitiesProven ability to complete projects according to outlined scope, budget, and scheduleAbility to understand business functionality to support the project.Ability to manage multiple work streams on a project and keep them on schedule.Excellent interpersonal and communication skillsAbility to establish and maintain effective working relationships with othersExperience managing diverse stakeholders and project teamsAbility to communicate technical information verbally and in writingAbility to manage and resolve conflicts or disagreements in a constructive manner to minimize negative impactKnowledge / experience in SAP and web application development technologies relevant to the project.Understand the technical aspects of web application development, including front-end and back-end technologies.Provide technical guidance and support to the development team.Ensure the technical feasibility and quality of project deliverables.Proven ability to solve problems creativelyExcellent analytical skillsAbility to research and investigate problems and develop viable solutions??Required Duties and Responsibilities of Consultant shall include but are not limited to:Project Management for the e File & Pay ProjectManage all aspects of the e File & Pay project across the enterpriseIntegration management: directing and managing all work for the project; monitoring and controlling the project work and managing any necessary changes; facilitates cooperation and motivates team members to accomplish group goalsScope management: Defining and managing scope and requirements; validating and controlling the scope of the projectTime management: Planning, defining, and developing schedules, activities, estimating resources and activity durations; monitor the progress of a project; compare actual performance against planned/scheduled performance; adjusts schedule / resources to ensure that key milestones are reachedQuality management: Planning and identifying quality requirements; performing all aspects of managing quality; controlling the quality of deliverablesHuman Resource management: Planning and identifying human resource needs; selecting, developing, managing, and coordinating a project team made up of multiple programs witthin and Vendor staffCommunications and Organizational Change management: Planning and managing all aspects of project communications; define the content and the format of project communications / reports based on information requirements of specific stakeholders or groups; coordinate organizational change communications internally and externally (to include instruction and training where needed); ensure appropriate documentation is created/updated throughout the project processes; provide knowledge transfer to technical and non-technical staff as neededRisk management: Planning for and identifying potential risks; performing qualitative and quantitative risk analysis; planning risk mitigation strategies; implementing and managing mitigation strategiesStakeholder management: Coordinating and maintaining stakeholders from a variety of customer and external entities and the public; planning and managing stakeholder expectationsManaging the project(s) in accordance with the requirements the Florida Information Technology Project Management and Oversight Standards - Rules 60GG-1.001 through 60GG- 1.009, F.A.C. Providing all documentation required.Follow all Department, ISP, and team defined standards and proceduresPerforms other related duties, as requiredEducation/Certifications:Bachelor's Degree in Computer Science, Management Information Systems (MIS) or other technology related field.Project Management Professional (PMP) Certification
