About the Role:We are seeking an experienced, results-oriented leader to join a team of professionals dedicated to improving the Medicaid program with a focus on approaches to reduce health disparities, advance quality and health equity for overall populations, and support the delivery of HRSN services. The Director, Value-Based Payment (VBP) will be responsible for collaborating on the design and delivery of a multi-stage process that will ultimately result in recommendations to support advanced VBP arrangements across New York State, including options for incorporating HRSN into VBP methodologies. You will leverage your network, and personal and team expertise (particularly Medicaid expertise) to conduct qualitative research, engage stakeholders, and manage expert consultants. Key ResponsibilitiesAs Director, Value-Based Payment, you will:Lead Qualitative Research: Design and lead qualitative information gathering from key informants and secondary sources, including: Environmental scan of VBP activities across the country, especially Medicaid managed care VBP, and HRSN-focused VBP. Initial stakeholder ideas for VBP arrangements, development processes, assessment criteria, and required data analysis. Oversee Expert Identification and Management: Identify outside experts to support the internal VBP team, facilitate contracting, and oversee contract work. Develop Analytic Framework: Define an analytic framework for leveraging HRSN and Medicaid claims data analysis to support VBP development and modeling. Collaborate with internal and external experts to conduct data analysis and report findings using Tableau visualizations. Interact with Stakeholders: Convene key stakeholders to draft a proposal for future VBP arrangements, define health equity incentives, provide VBP modeling insights, assess social risk adjustment options, refine final arrangements based on modeling results, and develop final recommendations for advanced VBP arrangements, including options for incorporating HRSN into VBP methodologies. Deliver Recommendations: Manage the development and delivery of all VBP-related deliverables, ensuring adherence to project timelines and budgets. Foster Collaboration: Collaborate seamlessly with internal colleagues leading work streams focused on data aggregation and analysis, and regional needs assessment and planning. Required Qualifications:Experience: Minimum of 8 years of experience in managed care contracting, healthcare policy, program development, or a related field. Policy and Practice Translation: Proven track record of translating stakeholder engagement and data analysis into actionable policy and practice recommendations. Stakeholder Relationships: Demonstrated experience in building and maintaining strong relationships with stakeholders in the NYS healthcare system, including providers, plans, and policymakers. Medicaid VBP Expertise: Expertise in Medicaid VBP contracting or model development. Communication Skills: Excellent communication, interpersonal, and collaboration skills. Project Management: Demonstrated ability to lead and manage people and projects on time and within budget. Communication and Publication: Experience with communication and publication management. Preferred Qualifications:Educational Background: Masters degree preferred in public health, healthcare administration, public policy, health economics, or a closely related field (additional professional or lived experience could substitute for an advanced degree). Data Visualization Tools: Proficiency in data visualization tools (e.g., Tableau) is a plus.
