Reporting to the Manager, Learning and Talent Development - PHA University, the Learning and Talent Development Specialist assists the Manager by coordinating elements of the Authority-wide learning and development strategy. The Specialist delivers talent management programs, coordinates training, works with PHA leaders to build internal performance capacity and coordinates the performance evaluation processes. The Learning and Talent Development Specialist - PHA University also performs other duties as assigned.Essential FunctionsCreates, organizes, plans, and presents various forms of onboarding, orientation, and skills training for employees and customersCreates and/or acquires training procedure manuals, guides, and course materialsConfigures, administers and maintains the Learning Management System (LMS) platform, including researching and resolving of LMS issuesDevelops unique training programs to fulfill workers' specific needs to maintain or improve job skills/performanceDevelops training procedure manuals, guides, and course materialsEvaluates, monitors, measures and reports learning and development activities to promote continuous improvement through assessments, surveys and feedbackTracks and reports key metricsCoordinates the Education Assistance ProgramOrganizes training venues and logistics necessary to achieve efficient training attendance and deliveryPerforms other duties as assignedRequired Education and ExperienceBachelor's degree in a related field and a minimum of three years of directly related experience; experience creating learning content; demonstrated experience devising learning and development initiatives aligned to organizational objectives and priorities; an equivalent combination of education and experience may be considered.Required Knowledge, Skills and AbilitiesStrong program/project management skills and experienceDemonstrated ability to successfully facilitate and oversee diverse learning and professional development programs with an ability to quickly gain credibilityWell-developed interpersonal, verbal, and written communication skills.Ability to adapt to changing conditions while maintaining a high degree of program delivery and program alignment with strategic objectives and organizational priorities in mindDemonstrated commitment to customer service excellence, innovation and continuous improvementExcellent presentation and interpersonal skillsSelf-directed and self- managed with the ability to independently fulfill job dutiesLicense RequirementsA valid driver's license is requiredAbout the Philadelphia Housing Authority (PHA)Established in 1937, and with an employment workforce of over 1,100, the Philadelphia Housing Authority is a municipal agency providing public housing services to over 76,000 residents in the city of Philadelphia, Pennsylvania.
