Within the Capital Planning Department, the Director of Capital Program Planning Capital Investment Plan, (CIP Development) will establish and implement planning guidance and prioritization approaches to translate the vision and goals set by the Authority into an achievable portfolio of tangible programs and projects. The Director will lead a team of managers and senior analysts to drive collaborative decision-making processes to shape the MBTA's multi-billion-dollar capital program through the annual development of the five-year Capital Investment Plan (CIP). In partnership with stakeholders across the organization, the Director will oversee and implement MBTA-wide policies and processes to define, develop, and prioritize capital programs and projects aligned with strategic priorities and system needs. Duties & Responsibilities:Support development of the MBTAs five-year CIP, working closely with the MBTA leadership team, asset owners, project managers, and other internal and external stakeholders.Implement and manage the CIP In-Year Change process to evaluate and address capital project changes and fund reallocations during the fiscal year, consistent with CIP goals and prioritization methodologies. Develop and execute a multi-year competitive funding strategy that aligns planned investments in the MBTA's five-year CIP with outside opportunities for funding. In partnership with Capital Finance and Accounting (CFA), monitor the execution of CIP programs and projects against approved budgets, schedules, and other key milestones.Collaborate with Finance and Treasury staff to evaluate capital project cashflow projections and ensure existing capital projects remain aligned with agency strategic goals, funding availability, and operational capacity. Develop and implement guidance and policy for capital project planning to ensure that all capital projects include well-defined scopes, defensible budget and cashflow estimates, and reasonable schedule projections.Lead cross-functional working groups of internal stakeholders and subject matter experts to develop a range of policies and guidance to support the MBTA's capital program, including but not limited to capital support costs, operating budget impacts of capital projects, and project completion/close-out. Collaborate with the Engineering department and key stakeholders to align performance goals and CIP program target investment levels with asset management-based forecasts, investment strategies, and agency-wide state of good repair goals. Working with key MBTA stakeholders, develop more robust Capital performance measures that more clearly communicate agency accomplishments and roll out an annual process for data collection that aligns with existing Federal Transit Administration (FTA) TAM and Safety reporting and MassDOT's Tracker report development. Working closely with the MassDOT Office of Transportation Planning, support planning, development, and implementation of investment programs identified in Focus40, the long-term capital plan for the MBTA.Develop executive-level and public-facing presentations about the MBTA capital program.Support the development of the Capital Planning Department, including hiring, training, and managing staff as appropriate.Liaise with other planning and development functions within the MBTA and across the region to learn and implement best practices.Identify opportunities to continuously improve MBTA policies and processes to maximize the impact of capital investment.Minimum Requirements & Qualifications:Bachelor's degree from an accredited institution in Government, Economics, Urban Planning, Engineering, Architecture, or related field. Seven (7) years of relevant progressively responsible experience overseeing planning, grant writing, or project management processes.Five (5) years of supervisory, managerial, and/or leadership experience.Demonstrated experience in strategic planning, resource management, policy development, budget development and management, and/or project management. Strong quantitative and qualitative analytical skills, excellent written and oral communication skills, and negotiation and conflict management skills.Demonstrated experience and results in collaborating with an executive team to drive organizational change.Highly organized with ability to manage time, resources and people with an exceptional ability to handle multiple programs simultaneously. Excellent communication, analytical and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.Demonstrated data-driven decision-making skills, ability to conduct program analysis and identify key performance indicatorsAbility to learn quickly, take direction and work independently and to use creative, collaborative and consultative approaches to resolve issues.Demonstrated experience and results in collaborating with an executive team to drive organizational change.Advanced expertise in MS Office, Excel, PowerPoint and database applications.Comfort working independently and across a wide range of internal and external stakeholders. Demonstrated ability to think strategically and work in a team environment.Demonstrated ability to work effectively with a diverse workforce.Demonstrated ability to effectively manage and motivate staff, particularly in a public sector environment.
