MBA Consulting Services Inc. is seeking an Senior Software Process Configuration Manager to join our Software Process Management (SPM) Team in Merrifield, VA. The SPM Team supports our client, Engineering Systems (ES) of the US Postal Service and maintains the ES software development life cycle (SDLC) process on new mail process equipment (MPE), mail handling equipment (MHE), support systems (SS), and maintenance releases on existing equipment. As part of the SDLC, the SPM Team is responsible for driving and managing the software release process, conducting technical reviews, and overseeing configuration management. This team also performs independent verification and validation, software/system testing, and supports the release of critical automation processing equipment. This equipment integrates complex hardware, control systems, software applications, databases, and web applications in both distributed and centralized environments. The SPM Team also manages and maintains customized SDLC tools like Microfocus Serena Business Management (SBM) and Dimensions applications to streamline the release process. SPM operates within both legacy Waterfall and hybrid Waterfall-Agile development methodologies. The team supports a hybrd-Agile processes using Version One and ALM Enterprise applications, providing customization and guidance on Agile practices within the existing Waterfall framework. This is an exciting opportunity to contribute to the continuous improvement and innovation of USPS automation processing equipment and their support systems, ensuring seamless integration of hardware and software across various environments. The Senior Software Process Configuration Manager must have knowledge of designing or modifying software development life cycle processes and procedures. Must have an understanding of ever-changing federal government regulations and how to improve the SDLC framework and associated procedures to meet these standards. The position requires coordination with internal customers and external manufacturers and an understanding of how to follow software application builds from source code instructions. Instructions will be to build applications from custom and nonstandard tools; some builds will follow a typical compile process using GitHub and other commercial build tools. The successful candidate will be responsible for designing, implementing, and improving the software development lifecycle (SDLC) processes, ensuring compliance with industry standards and regulations. This position requires an initial and on-going assessment of the USPS SDLC process that all software developers follow and recommends and implements improvements. Responsibilities: Designing and implementing SDLC processes aligned with Standards and Regulations. Providing focus on process standardization, policy creation, and continuous education. Collaborating with cross-functional teams to implement new processes. Contributing to broad cross-functional projects and initiatives. Identifying process gaps and developing solutions to improve overall process effectiveness. Prepare business cases for SDLC modifications Design, develop, automate, and maintain productivity tools using programming, database or scripting languages to sustain and improve the SCM environment Maintain the SCM system including collection or distribution of code documentation, problem report, and change request processing metrics, and software build documents Devise, define, and implement long-term SCM process improvement activities Train users in use of SCM tools Conduct SCM audits Qualifications:Bachelors Degree, preferably in Computer Science, Software Engineering, or a relevant area of specialty (Schools and degree programs must be listed as US Accredited by a US board of accreditation such as ABET) Familiarity with software documentation tools and processes. Excellent problem-solving skills, including troubleshooting computer hardware. Ability to work well in a team environment. Strong interpersonal and communication skills. Highly organized with excellent attention to detail. General knowledge of software development methodologies. Ability to obtain and maintain a Public Trust clearance.
