SummaryThis position is located in the Facilities Management Division, Phoenix Area Indian Health Service. The primary purpose of this position is to provide professional engineering and/or consultation and assistance in the design and construction of health care facilities, staff housing units, site improvements and other related physical plant facilities and equipment. The position functions in all areas of engineering discipline including Civil, Mechanical, Electrical and Architectural support.DutiesThis position is being announced concurrently under Excepted Service Examining Plan/Merit Promotion Plan (ESEP/MPP) procedures. Reviews and analyzes submissions of concepts, preliminary and working drawings and specifications prepared by contracted architect/engineers (A/E) for compliance with agency standards, policies, and goals at regular stages of completion, providing guidance to A/E on scope of special features, and identifying and recommending correction of planning error or improvement of architectural and/or engineering features coordinating any A/E changes with other agency elements and resolving discrepancies in opinions or submissions which affect agency elements or outside firms, other government agencies, or other interested parties.Prepares engineering and support cost estimates to achieve the goals of the master plan.Prepares schedules for completion of the project, implementing a system for review, control and reporting on the project status.Negotiates contract specifications and design changes with organizational elements of the agency and contractors.Accomplishes in-house design complete from developing the scope of work to the issuance of bidding documents.Maintains liaison with engineering and architectural staff at regional and headquarters levels and with tribal representatives to continually evaluate progress, refine process and improve services to ensure successful completion of projects.Requirements Conditions of Employment Must pass pre-employment examination. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.-OR- B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.MINIMUM QUALIFICATION, GS-0801-12: You resume must demonstrate at least (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Experience applying engineering principles, concepts and practices to solve practical engineering problems with sound engineering judgment, resourcefulness, and intuitive planning. Experience in overseeing a diverse workforce including developing goals and objectives of a facility management program; preparing policies, procedures and guidelines for implementing preventive and operations maintenance. Experience in serving as project manager for sustainability activities. Experience in reviewing architectural and engineering drawings for new building construction.
