Minimum Qualifications:• Candidates must have a bachelor's degree.• At least 10 years of experience focused on traffic safety, highway safety or other public safety policy development, with a preference for management or leadership experience in such development.• General knowledge of applicable local, New York State, and federal statutes, rules, regulations, relating to public safety.• Ability to make excellent judgments, and exercise critical, analytical, and problem-solving skills under pressure and at times with extreme time sensitivity.• Ability to compile, evaluate and interpret information and data from a variety of information sources and use it to see the big picture and make informed decisions.• Ability to independently act on priority projects and issues.• Ability to prioritize and complete work assignments in a timely manner.• Ability to identify the most effective and efficient method to carry out duties.• Excellent organizational skills to manage a varied and high-volume workload.• Excellent written and oral communication skills with an attention to detail are required, including the ability to communicate complex information in a way that everyone can understand.• Excellent interpersonal and communication skills including the ability to interact with colleagues and senior leadership both inside and outside the agency.• Familiarity with Microsoft software products including Word, Excel, OneDrive, SharePoint, Power Point and Outlook/Exchange.Duties DescriptionUnder the general direction of the Executive Deputy Commissioner, the Deputy Commissioner of Traffic Safety and Investigations provides executive operational oversight and direction to the Governor's Traffic Safety Committee (GTSC) and Division of Field Investigation (DFI). The position will also serve in the role of Executive Director of GTSC. Specific duties include, but are not limited to, the following:Governor's Traffic Safety CommitteeServe as the Executive Director of the New York State's highway safety office.Collaborate with internal and external stakeholders to develop the States traffic safety priorities and goals, baseline data, measurable objectives, and innovative strategies to meet those goals.Produce the annual State Highway Safety Plan (SHSP) aimed to reduce traffic crashes, deaths, and injuries, and serve as the States highway safety representative.Oversee the management and distribution of all federal highway safety grants to state and local agencies and private entities and organizations within the state in support of the SHSP and in alignment with the established priorities of executive management.Guide the development, implementation, monitoring, and evaluation of traffic safety programs across New York and coordinate state highway safety programs offered by state and local entities and non-profit organizations.Establish and administer the policies, program development, implementation, and monitoring of the comprehensive SHSP as required by the National Highway Traffic Safety Administration (NHTSA) and U.S. Department of Transportation,Establish a traffic safety strategy that focuses on equity and inclusion, including engaging relevant stakeholders to understand barriers that currently exist, outreach to new partners with an eye on equity, and ensuring all New Yorkers are being accounted for in the development of said strategy, reaching historically marginalized populations, and those who are overrepresented in traffic crash violence.Ensure the integrity of all financial systems and communicate and meet regularly with NHTSA and the Federal Highway Administration (FHWA) regional staff to ensure program compliance with all applicable federal regulations and policies.Division of Field InvestigationLead a dynamic business unit comprised of administrative, professional and law enforcement personnel in protecting New Yorkers from identity, vehicle and property fraud through investigative activities and proactive risk deterrence.Collaborate with internal and external stakeholders to identify and implement measures to ensure the validity and authenticity of motor vehicle and identity documents.Partner with executive team colleagues to instill best practices throughout the agency to avoid, identify, and investigate fraudulent activities in relation to agency services.Represent the agency at emergency management and law enforcement focused meetings with New York State agencies including the Departments of Homeland Security, Criminal Justice, Environmental Conservation, Health, State Emergency Management Office, Office of General Service, Corrections, DOT, the Port Authority, the Metropolitan Transit Authority, the Power Authority, Education, the New York State Police, and the New York National Guard.Confer with agency program directors on areas of mutual concern and discuss strategies of improving the ID issuance process, address security issues, and provide guidance and direction to resolve issues concerning title and registration issuance with respect to proper documentation.Analyze proposed and enacted legislation, regulations, and policy to determine the impact on agency operations and make policy recommendations to Executive staff.Meet with high-ranking law enforcement officials and prosecutors to develop strategies and policies concerning the establishment of new high profile investigative programs.Report all major investigative activities to executive management and provide them with summaries and timelines as well as status reports on any asset seizures resulting from the investigations.Review the use of Department staff resources regarding requests from outside law enforcement agencies for assistance in numerous types of investigations.Plan and direct the investigative priorities of staff in all areas where criminal activity is suspected and regularly review objectives, goals, and priorities after consultation with executive management.Review and oversee arrest procedures to ensure all investigative staff are compliant with Criminal Procedure Law and the Penal Law.Plan for and manage security issues and determine strategies for emergency situations to maintain continuity of business operations for the Division of Field Investigations as well as the entire agency.Both GTSC and DFIParticipate in the development of the mission, vision, and strategic plans. Develop and share strategic and tactical plans for the Division of Field Investigations and GTSC and ensure that the plans are in alignment with agency/committee's goals.Represent DMV, GTSC and New York State in various settings such as conferences, highway safety meetings, and public events to promote and to generate public and policy level attention to critical traffic safety and motor vehicle issues.Oversee the preparation and execution of mandatory reports.Counsel and make recommendations to the Executive Deputy Commissioner on organizational changes, fiscal issues, and future directions of all activities relating to the Division of Field Investigations and Governor's Traffic Safety Committee.Draft legislative, regulatory, and policy proposals to improve traffic safety and detect, deter, and prevent identity, vehicle, and property fraud.Review and draft responses to numerous Commissioner communications from the public, state assembly and senate representatives, and attorneys regarding complaints and inquiries that relate to the Division of Field Investigation and GTSC.Oversee the budget planning and development for the Division of Field Investigations and GTSC.Perform other duties as required.Notes on ApplyingSend a cover letter (referencing the Vacancy ID noted at the top of this posting) indicating how you meet the qualifications for appointment.
