The Fiscal Director is responsible for the accounting and accounting-related functions of the Lancaster County Workforce Development Board (WDB) and PA CareerLink® Lancaster County. They are responsible to properly present the financial condition for both internal and external reporting. The Fiscal Director makes complex and technical decisions for the WDB by classifying, analyzing, and reporting financial information using generally accepted accounting principles, which include the pronouncements of the Governmental Accounting Standards Board (GASB), the Financial Accounting Standards Board (FASB), the federal Office of Management and Budget (OMB) Uniform Code and HIPAA (Health Insurance Portability Access Act), as necessary. They are active in contributing to the strategy and policies of the WDB as part of the staff management team. This position is responsible for budget and audit preparation, staffing the Fiscal Committee, and all reporting surrounding the finances of the organization. To be successful in this role, the following skills & knowledge are ***** Bachelors Degree in Accounting or related field, with 3-5 years of relevant experience and progressive responsibility or an Associate's degree in Accounting or a related field with 5-10 years of relevant experience and progressive responsibility, or Equivalent combination of education and experience which has provided the skills, knowledge, and abilities that may be substituted for education or experience requirements.Working knowledge of generally accepted accounting principles with an emphasis on Fund accounting and/or Cost accounting. Knowledge of public sector accounting practices a plus. Working knowledge of the technical requirements of accounting standards as prescribed by the Governmental Accounting Standards Board and the Financial Accounting Standards Board.Experience with public and private grant programs. Working knowledge of integrated enterprise resource planning (ERP) financial systems.Ability to read and interpret complex rules and regulations written by Federal, Commonwealth and Local legislative and administrative bodies. Excellent personal computer skills in MS Excel, Sharepoint, and Teams. Supervisory skills to oversee contingent staff. Ability to function under "team" concept and positively contribute to the overall management team and operation of the WDB and the PA CareerLink® Lancaster County.Working knowledge of general contracting and procurement principles.The Lancaster County Workforce Development Board seeks to align fiscal resources and provide strategic direction for Lancaster County jobseekers and employers.
