Reports to: Manager-Projects UnitLocations: Rochester, Lancaster, Elmira or Binghamton, NY -IN OFFICEThe salary range for this position is dependent on experience level ranging from $101,404 to $126,755.This position will be supporting Avangrids portfolio of CLCPA Projects. The Climate Leadership and Community Protection Act (CLCPA) stems from New York States Climate Act with a goal to reduce economy-wide greenhouse gas emissions 40% by 2030 (no less than 85% of 1990 levels by 2050) and 70% States Energy from renewable resources by 2030 (100% from zero emissions Electric Sources by 2040). The electric delivery system in New York contains approximately 5,600 miles of transmission lines & 621 substations. Position reports to the Unit Manager but will work day-to-day in a cross functional project team and support project needs.The Project Manager, Major Construction, is responsible for leading andcoordinating multiple complex activities. This includes partnering withinternal and external stakeholders to help coordinate planning, design,execution, monitoring and closeout of complex substation and lineprojects. The Project Manager, Major Construction will manage highvalue, long duration and high impact infrastructure projects located inNew York. Projects managedinclude but are not limited to new transmission line installs andrebuilds with voltages ranging from 34.5kV to 345kV, substation new airinsulated, gas insulated installation and rebuilds from 4.16kV to 345kV,automation, customer funded projects, distributed generation projects,distribution voltage level work,and Article VII projects.These projects are multi-million-dollar (100 million) heavy constructionefforts executed through several contracts put in place and managed bythe Project Manager. The Project Manager will manage resourcerequirements, priorities, investment plans, project execution strategyand internal/external resource requirements. Responsible for the overallproject control and coordination of the scheduling, cost controlling andreporting processes and functions.Major Roles and Responsibilities (Scope of work - range ofresponsibilities):Analyzes project performance and initiates actions to control scope,schedule, and cost performance. Proactive approach to overseeing workmeasures progress and takes actions to ensure budgets and deadlines areachieved. Approves project plans, executes contract strategies toundertake work and controls and authorizes expenditures. Initiatesactions to ensure compliance with project and quality managementprocesses and procedures. Assures that projects are completed within theapproved scope, schedule, and budget. More specifically:* Coordinates with project stakeholders including other departments,consultants, attorneys, utilities, regulatory agencies, governmentagencies, and major customers. May represent the company and testify inregulatory hearings or at Federal, State or local agency or municipalmeetings.* Development and maintenance of detailed schedules and riskmanagement plans to execute projects* Execution and management of multiple procurement efforts to obtaincontractors for design, construction, and oversight of projects* Utilizes schedule management techniques, such as critical path andearned value, to continuously monitor project progress and developcorrective actions to maintain scope and cost of projects* Investigation and analysis of variances with recommendation tosenior level management* Ensuring a safe work environment through process and procedureadherence and safety metrics* Considers innovative ways to undertake work, promoting automationand efficiencies in day-to-day work streams* Responsible for Project accountability overview, making sure thatit complies with FERC, NERC and any other applicable regulation.* Works with senior leadership on the risk definition, cost, and themitigation action analysis.* Attendance at Executive management meetings, providing andpresenting reports and cost-schedule-risk views as required.Job Requirements:Skills/Abilities:* Ability to mobilize matrixed team members to deliver projects ontime and under budget* Expert in risk management and mitigation plans* Development of cost loaded, critical path project schedules andearned value reports* Expert in utilizing financial spreadsheets for data analysis,budgeting and planning.* Public presentation skills and ability to summarize conceptsutilizing scheduling software tools (Primavera preferred)* Understanding of quality assurance processes and implement withproject structure.* Knowledge of main configuration and general arrangements ofnetworks (substations, overhead lines, and cable; gas gate and regulatorstations, distribution and storage) infrastructures* Proven ability to lead teams and work in a team environmentExperience/Training:* Experienced in managing heavy construction projects* Experienced in contract negotiations and supplier management* Proven experience obtaining siting permits* Project Management Professional Certification* Construction Safety Training* Experience in public speaking, construction management, andregulatory complianceRequired Education:* Bachelors degree with 5 years relevant experience required.Degree in Engineering or experience in energy industry preferred.* Project Management and OSHA Certification preferred.* Advanced degree preferred.1.
