A cover letter is required to be considered.The Citizens Budget Commission (CBC), New York's leading nonpartisan, nonprofit, independent fiscal and policy think tank and watchdog, seeks a Senior Research Associate with sharp policy and fiscal analytic skills to conduct fact-based research and make practical and forward-thinking recommendations on transportation and infrastructure policy, with particular focus on the Metropolitan Transportation Authority. CBC has been a leading voice promoting efficient, high quality, sustainable transit and transportation infrastructure, based on evidence-based research. CBC demonstrated how adopting best practices and benchmarking to standards could dramatically increase MTA's operating efficiency; how to focus and finance transit capital investment for fiscal and capital sustainability; and how NYS should pilot a vehicle miles travelled fee to provide fair funding for roads, bridges and other infrastructure. CBC seeks a motivated professional to continue field-leading work. The senior research associate **Monitor and communicate deep understanding of the budgets of the MTA, and transportation-related aspects of New York State, New York City and public authority budgets;Assess the capital and operating budgets of these entities to determine their sustainability, strategies, and risks;Evaluate financial and operational impacts of policy proposals;Develop recommendations to improve the fiscal stability and service quality of the MTA and other public sector transportation efforts;Monitor MTA board meetings, City and State hearings;Respond to media requests and engage with the public and advocacy community to promote the fact-basis of the debate and advance CBC positions; andAuthor evidence-based research publications.Successful candidates will be passionate, self-motivated, work well with modest supervision, and will **Expertise in transportation, mass transit, and infrastructure policy and finance;A masters degree in public policy, public administration, economics, political science, or related fields;At least 4 years of professional experience;Experience with budget, financial, and policy analysis and open access public data"”financial modeling and statistical skills are a plus; and Excellent oral and written communications skills.
