Eligibility for a compressed work week after 6 months.Director of Procurement & Supplier DiversityThe Director is accountable for the company-wide procurement of a wide range of goods, professional services, and non-professional services. The Director develops, implements, and manages the procurement process from the initial determination of need through supplier sourcing, qualification, the RFx cycle, contract execution, and ongoing contract management. In addition, this position is responsible for the company-wide supplier diversity program for PGW. The incumbent creates a supplier diversity plan, implements policies and procedures, establishes supplier diversity goals, monitors compliance, and ensures PGW has a diverse group of suppliers. The Director is accountable for compliance with government guidelines and laws related to procurement and supplier diversity. This position also participates in the planning process to determine needs for change including strategic and financial planning and is ultimately accountable for the achievement of these goals as they relate to procurement and supplier diversity.ResponsibilitiesProcurementDevelop and implement procurement strategies to ensure the efficient and effective purchase of goods and servicesDetermines the appropriate procurement method to solicit bids and proposals based on the types of goods or services being acquired.Directs the development and preparation of RFP's, RFQ's, Best Value RFP's, and purchase ordersPerforms market analysis to ensure that the appropriate suppliers are identified, qualified, and notified of procurement opportunitiesWorks with Risk Management to assess potential risks and establish insurance and safety requirements for bid/proposal solicitationsWorks with Legal to ensure that the appropriate terms and conditions are included in bid/proposal solicitationsPrepares Board Resolutions and Fact sheets for procurement opportunities that require Board approvalEnsures compliance with regulatory requirements and ethical procurement standardsMeets with client departments to evaluate suppliers' performance and conduct periodic reviews to ensure they meet quality, cost, and delivery standards.Monitors contract compliance and handles contract-related disputesSupplier DiversityEnsures that solicitations for bids and proposals fosters the inclusion of minority-owned, woman-owned, and disabled veteran-owned business, and provides support to client departments in search of these suppliers.Establishes supplier diversity goals and objectives in support of PGW's overall goals and objectivesParticipates in events/activities such as focus groups, forums, trade shows, corporate memberships etc. as an extension of outreach efforts that includes relationships with agencies that advocate/support diverse vendor groups.Develops and implements supplier development plans to prepare diverse suppliers to be able to participate in PGW procurement opportunitiesOversees the establishment of participation goals on PGW procurement opportunities based on the type of goods or services and the availability of diverse suppliersEnsures supplier compliance with participation goals and initiates corrective action when necessary.Personnel ManagementAssesses employee needs ensuring subordinates are properly trained and adhere to company policies, practices and proceduresEvaluates and meets with subordinates to discuss work performance providing appropriate commendations and disciplinary actions to ensure employees are well equipped to meet and/or exceed job expectations.Supervises subordinate quality of work and work activities by determining priorities of activities, making work assignments, monitors projects, and providing direction and assistance as required.GeneralAudits and maintains PGW's compliance with agreements, sourcing strategies and procurement policies; analyzes and reports company-wide procurement performance results; recommends continuous improvement opportunities for procurement organizationLeads team members in the data collection, measurement and reporting of procurement performance.Defines and monitors key performance indicators to evaluate the effectiveness of the procurement and supplier diversity functionsPrepares and presents procurement and supplier diversity performance reports to client departments and senior managementKeeps abreast of current trends, technologies and regulations regarding the procurement of the large variety of materials utilized by PGW.Performs other special projects and assignments as requestedRequirementsBachelor's degree in business management, Supply Chain Management, Engineering, or related field of study7 to 10 years of direct experience in strategic procurement, supplier diversity program management, process design & continuous improvementMust have experience with financial analysis, market and supplier analysis, vendor negotiations, and procurement strategyMust have knowledge of government procurement processes.Must have knowledge of general office practices including but not limited to office administration, budget/accounting principles, procurement procedures, strategic planning, team building and personnel management.Must have verbal and written communication skills with the ability to build long-term constructive and cooperative working relationships with co-workers, suppliers, management and outside agencies.Must have project planning and management skills with the ability to make operational decisions, monitor progress and report resultsMust be proficient in the use of Oracle or similar financial/ERP systems, MS Excel, MS Word, and MS Outlook.Must have a valid Pennsylvania Driver's license and clean driving recordWe offer a strong benefit package that includes free basic health and dental insurance.
