Come experience the Crown difference.Crown was voted as "One of the DC region's Top Workplaces in 2021."Job DescriptionThe Contracts Specialist will be responsible for providing comprehensive contract management support to Crown Consulting portfolio of federal government contracts, with a particular focus on our work with NASA. This role requires a deep understanding of Federal Acquisition Regulations (FAR), contract negotiation techniques, and subcontract management. The Contracts Manager/Specialist will prepare price proposals, ensure compliance with all contract terms and conditions, manage contract modifications, and resolve contract disputes.This position will be based at Crown's headquarters in Arlington, VA with some allowance for a hybrid arrangement of working from our office and from home. We will also consider candidates based in the vicinity of Mountain View, CA because of our significant work with NASA Ames Research Center. The Contracts Specialist will report to the Contracts Manager will have PMs and executive leadership as customers.Key Responsibilities:Contract Administration & ComplianceManage overall contract administration for Cost Plus Fixed Fee (CPFF), Time & Materials (T&M) and Firm Fixed Price (FFP) engagements, including preparing price proposals, tracking contract values and funding, and assisting with invoicing inquiries.Process contract modifications and ensure compliance with FAR, NFS, and ARC clauses.Ensure adherence to Contract Data Requirements Lists (CDRLs) in coordination with cognizant Program Manager (PM).Respond to contract task orders and support segmentation of the Performance Work Statement (PWS) between the Prime and Subcontractors.Ensure compliance with SCA reporting and timely submission of required documentation.Maintain a strong understanding of ITAR/EAR compliance and licensing requirements.Ensure adherence to Rights in Data and Limited Rights Data regulations.Understand and manage the submission of Certified Cost and Pricing DataPrepare and monitor compliance with Organizational Conflict of Interest (OCI) and Mitigation PlansMaintain contract files and records, including correspondence, meeting minutes, and deliverables.Track contract performance and identify any potential risks or issues.Prepare and submit contract reports and updates to management.Financial Management & ReportingProvide financial management support and work alongside the Finance Specialist to ensure error-free 533 reportsReconcile budgets and invoices, including reviewing monthly invoices and 533 reports for accuracyConduct budget and invoice reconciliation to ensure proper financial tracking.Subcontractor Management & Proposal CoordinationAssist in preparing subcontractor RFP packages and coordinate proposal responses from subcontractors.Review subcontractor proposal responses for completeness and accuracy.Prepare analysis and justification for subcontractor proposals.Develop and incorporate subcontractor pricing into overall proposal pricing.Manage subcontractor administration, including preparing and submitting requests for subcontractor consent to the Contracting Officer.Negotiate and issue subcontractor agreements and modificationsTrack subcontractor funding by task order.FAR ComplianceEnsure strict adherence to FAR regulations and other applicable laws and regulations.Provide guidance to internal stakeholders on FAR requirements and best practices.Conduct FAR compliance reviews and audits.QualificationsStrong knowledge of government contracting regulations (FAR, NFS, ARC clauses).Experience in contract compliance, financial reconciliation, and subcontractor coordinationUnderstanding of ITAR/EAR compliance, Rights in Data, and Certified Cost and Pricing DataAbility to analyze and justify subcontractor proposals.Strong attention to detail and ability to ensure accuracy in financial and contractual documentation. Excellent communication and negotiation skills.Bachelor's degree in business administration, law, or a related field.Certified Contract Manager (CCM) certification.Experience working on NASA contracts, specifically at the Ames Research Center.Knowledge of government contract audit and compliance requirements.Experience with contract management software.Minimum of 5 years of experience in contract management, preferably in the government contracting industry.Ability to work independently and as part of a team.This Position requires U.S Citizenship or lawful permanent resident status in compliance with Government contract requirements.
