This position will report directly to the Senior Project Manager of the project and will provide subject matter expertise support for training, educational or professional development projects, including support to the FM Community training requirements, as well as delivery of training. This subject matter expertise is in the unique domain area of the Department of the Defense (DoD) Financial Management (FM) Certification Program and/or requires unique professional credentials/security clearances. This position is located at the Pentagon. Additional travel may include to Management Concepts' corporate office in Tysons Corner, VA. Some local travel, as well as national travel, may be required.Duties and Responsibilities:This role requires a combination of leadership skills, technical expertise, and a deep understanding of military operations to successfully manage complex projects in a high-stakes environment.Program Oversight and Strategic Planningo Oversee the design, development, and implementation of training programs supporting the DoD's Financial Management Certification Program (FMCP)o Collaborate with leadership to ensure alignment of training initiatives with the DoD FM Certification framework and objectiveso Lead strategic planning efforts for training operations, ensuring adaptability to evolving fiscal and regulatory environmentsTraining Program Developmento Develop comprehensive training policies, procedures, and delivery schedules tailored to meet certification requirements across all levels of the FMCPo Ensure training programs incorporate required competencies such as financial management systems, decision support, budget formulation, and leadership skills as outlined by the FMCPCompliance and Standardso Ensure adherence to DoD regulations related to financial management certification and workforce developmentPerformance Evaluationo Establish performance goals for training initiatives and evaluate their success through measurable outcomeso Regularly review program effectiveness and recommend adjustments based on feedback and changing requirementsSupervision and Leadershipo Work with other FM Certification analysts, to provide guidance on best practices for program deliveryo Act as a liaison between leadership teams and trainers to ensure smooth operations and consistent communicationKnowledge, Skills, and Abilities:An FM Certification Specialist should possess the following knowledge, skills, and abilities:KnowledgeComprehensive understanding of the DoD Financial Management Certification Program (FMCP) structure, requirements, and objectivesIn-depth knowledge of financial management competencies required at different certification levels, including financial management systems, decision support, accounting analysis, and budget formulationUnderstanding of the Continuing Education and Training (CET) requirements for maintaining FM certificationAbility to use various project management tools like Microsoft Project, Excel, or PowerPoint for deliverables, planning and reporting purposesSkillsCurriculum development and instructional design expertise tailored to adult learners in a professional settingProficiency in using the DoD Learning Management Systems (LMS) for tracking certification progress and managing training programsStrong project management skills to oversee the development and implementation of training initiativesExcellent communication and presentation skills for delivering training, presenting information and collaborating with stakeholdersData analysis capabilities to assess training effectiveness and identify areas for improvementAbilitiesAbility to align training program framework and objectivesCapacity to develop comprehensive training policies, procedures, and delivery schedulesSkill in collaborating with various internal components to enhance training effectivenessAptitude for strategic planning and adapting training initiatives to evolving fiscal and regulatory environmentsCapability to supervise training staff and provide guidance on best practices for program deliveryEducation and Experience:Qualified candidates will possess:An advanced degree in management, accounting, economics, or finance with a minimum of 6 years of relevant work experienceorBachelor's degree with 8 years of experienceor12 years of experience with no degree Must have a Secret Security Clearance
