The Enterprise Services Office within the Applied Research Laboratory (ARL) at Penn State University is seeking an Engineering Program Manager to join our team. This position will provide strategic-level subject matter and domain expertise on intelligence, information warfare, and cyber threats, risks, operations, capabilities and acquisitions. You will work hand-in-hand with the sponsor to provide high-quality assessments as well as operational and technical solutions to wide ranging information warfare and cyber issues affecting the Department of Defense, US Cyber Command, and Intelligence Community missions to enable and protect the warfighter.This position will be directly involved with, or overseeing, the design of technical intelligence, information warfare, and cyber program strategies in collaborative engagements with sponsor organizations, as well as overseeing technical project implementation and execution.Duties include, but are not limited to:Interact with national security sponsorsDeliver superior strategic and technical solutionsManage cost/scope/schedule of projectsCoordinate with various program offices as well as with contracts and financeMake hiring recommendations that meet the sponsors' mission objectivesBusiness Development is requiredTypically requires a Masters' degree or higher, plus 12 or more years of related experience, or an equivalent combination of education and experience. A Degree in Engineering or Science discipline preferred.The successful candidate will have:Expert level knowledge of US Government cyber acquisition strategy, the DoD Planning Programming Budgeting and Execution (PPBE) process and DoD acquisitions.Knowledge of cyber issues (e.g. operations, mission planning, training, technology roadmaps, analytics, testing and evaluation, etc.)Ability to evaluate the feasibility and implementation of potential concepts is criticalOrganizational leadership, and executive staff-level experience within the Department of Defense and the Intelligence CommunityExperienced in building strategies and architecture roadmaps for the future stateHold and active TS/SCI clearancePreferred:DAWAI and/or FAI certifications Technical/Engineering background Your work location will be fully on-site, located in Fort Meade, Maryland.Candidate selected will be subject to a government security investigation.
