We are a union General Contractor who has been serving Southern California for 46 years and is family owned. We specialize in the Public Works sector, K-12 and Higher Education. As well as being a General Contractor, we also self perform concrete.Our Labor Compliance Specialist is a key contributor in the monitoring and auditing of our labor compliance requirements. This employee will work with IBCC Project Teams, Contractors and Subs to ensure labor standards are met in a variety of compliance programs, including provisions of the California Labor Code, Awarding Body requirements, California Department of Industrial Relations regulations, Skilled and Trained Workforce (STW), and Davis Bacon requirements binding on projects.RequirementsFive (5)+ years industry experience100% Proficient knowledge of ALL Microsoft Office applications like Excel and Outlook, as well as LCP Tracker, eMars, DIR, Textura, GC Pay, EbixAble to process over 80 plus emails a dayEditing PDF documents using software (Adobe)Experience with State/Public Works or Commercial BackgroundExcellent communication skillsAble to speak and write in English proficiently and communicate clearlyOutstanding organizational skills.Stable employment historyDemonstrated leadership and project successes are expectedPersonal CharacteristicsAn unrelenting drive to succeed and win, sense of urgency, and passion for the workMust be innately customer orientedAll-around team player who is cooperative, approachable, motivated and dedicated to helping others succeed in a growing medium-sized companyCommitted to becoming an enthusiastic ambassador for project managementPositive, can-do attitude and great sense of humorIndividual contributor who supports team and business goalsStrong organizational and time management skills to support competing prioritiesResponsibilitiesOur Labor Compliance Specialist is a key contributor in the monitoring and auditing of our labor compliance requirementsEvery day, you will work on audits of certified payroll and supporting documentation, ensuring that documents are submitted correctly and on timeYou will be auditing actual payrolls, ensuring that prevailing wage and apprentice to journey worker ratios are being metYou will provide updates to the Project Teams in regards to apprenticeship ratiosYou will be a daily resource for subcontractor, payroll and project leadershipYou will ensure all timelines for California and federally funded projects are met, and that hot button issues are triaged effectively, and that audits and compliance materials are completed prior to project closeAttendance of (virtual) project kick-off meetings and pre-job conferences with subcontractors to present labor compliance requirements and skilled trained workforceVerification of submission of certified payroll and apprenticeship forms and reports (including Training Fund Contributions)Coordinate with Awarding Body's project labor coordinator and labor compliance staff, when applicableCollect and/or verify subcontractor affidavits regarding payment of prevailing wages and meeting apprenticeship requirementsCoordinate & Monitor subcontractor compliance & Subcontractor Accounts Payable once compliance requirements are met.Collection of subcontractor / vendor progress / final releases as required by project.QualificationsYou will have five (5) or more years of experience in labor compliance monitoring, where you acquired experience monitoring California DIR RequirementsYou will have familiarity with Skilled and Trained Workforce Requirements and Apprenticeship RequirementsYou will have experience with comparing Journeyman/Apprentice ratio to make sure we are all coveredYou will have experience with Prevailing Wage and the differences between subcontractors who are Union vs. Non-UnionYou will have experience in responding to public records requests and DIR and DOL investigationsYou will have acquired experience with LCPtracker, eMars, and the DIR adding subcontractors, monitoring certified payroll and labor compliance documentationYou exhibit strong verbal and written communication skills and can present data and reporting issues using the Microsoft Office suiteMust possess a valid U.S. driver's license/clean driving recordMust be willing and able to comply with all IBCC ethics and safety policiesBenefits:401(k)401(k) matchingDental insuranceHealth insuranceHealth savings accountLife insurancePaid sick timePaid time offReferral programRetirement planVision insuranceHOURS - Monday - Thursday - 7:00 - 4:00 and Friday 7:00 - 3:30Job Type: Full-time
