Performs difficult technical and administrative work overseeing the development and maintenance of parks and public land areas; create and implement sustainable goals for the City, inspect and enforce high grass ordinance and does related work as required. Work is performed under general supervision of the Assistant Director of Public Works. Supervision is exercised over assigned crews.ESSENTIAL FUNCTIONS/TYPICAL TASKS: (These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)Plans, coordinates, supervises and participates in the maintenance and repair of parks and public lands; prepares and maintains appropriate records; prepares reports; create, implement and maintain daily electronic mapping system for brush and leaf collection. Plans, organizes, directs and inspects the work of crews engaged in the regular maintenance of parks and public ground areas; trains, orients, and advises employees regarding operations, safety and the use of equipment.Solicit grant funding.Reviews, analyzes and issues employee discipline in accordance with Collective Bargaining Agreement. Reviews work orders, and schedules personnel and equipment in accordance with job requirements; provides job instruction, supervises work, and ensures all projects are completed as scheduled. Supervises Grounds Maintenance, Brush, and Leaf collection City-wide.Oversees fence, and guardrail maintenance.Oversees RTA contractual maintenance activities.Investigates reports of high grass, weeds, shrubs and other nuisances on private property; notifies homeowner and inspects to determine if problem abated; oversees correction of hazardous conditions.Meets with residents concerning problems regarding the maintenance of public lands, parks and/or the maintenance of shrubs and lawns; responds to citizen inquiries on division activities or need for services.Makes presentations to community groups and provides assistance on beautification projects; represents the City at community and council meetings; prepares and presents reports as required. Researches plant diseases, insect pests, and invasive species; designs landscaping improvements; selects and purchases landscaping materials; keeps abreast of developments and new techniques and equipment in horticulture and related fields. Work with City Council's Sustainability Committee on Public Works Sustainability initiatives Oversees ice/snow removal in public spaces, buildings and City sidewalks.Assists in supervising general ice/snow removal activities throughout the City.Oversees preventative maintenance on equipment, and ensures equipment is in proper working condition; maintains records of activities and supplies; maintains inventories and orders supplies and equipment as needed.Performs related tasks as required.REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles, practices, equipment, tools and materials used in park and grounds maintenance; thorough knowledge of grounds maintenance techniques; thorough knowledge of landscaping, and horticulture as applied to parks and grounds areas; thorough knowledge of the grasses, flowers, and shrubs grown in the area including their planting time and soil requirements; thorough knowledge of hazards and related safety precautions; ability to plan and supervise the work of subordinates; ability to prepare reports; ability to prepare reports and maintain records; ability to establish and maintain effective working relationships with City officials, associates and the general public. Computer literate and efficient in Word and Excel programs. Experience writing grant applications.EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited community college with major course work in horticulture or related field and extensive experience in horticulture including extensive supervisory experience. Forestry experience or ISA Arborist Certification a plus. PHYSICAL REQUIREMENTS: This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, hazards, atmospheric conditions, and oils.SPECIAL REQUIREMENTS: Possession of an appropriate driver's license valid in the State of Ohio.The City of Shaker Heights does not hire individuals who use or test positive for tobacco or nicotine products.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential tasks.
